hr599/introduced.txtPRINTER'S NO. 3838THE GENERAL ASSEMBLY OF PENNSYLVANIAHOUSE RESOLUTIONNo. 599Session of2026INTRODUCED BY HILL-EVANS, GREINER, STAMBAUGH, SANCHEZ, GUENST,HOWARD, BRENNAN, ANDERSON, RIVERA, CEPEDA-FREYTIZ, SAMUELSON,PASHINSKI, MALAGARI AND MENTZER, AUGUST 24, 2026REFERRED TO COMMITTEE ON STATE GOVERNMENT, AUGUST 25, 2026A RESOLUTION1 Designating November 15, 2026, as "Articles of Confederation2 Day" in Pennsylvania; and recognizing the City of York, York3 County, for its important contribution to the forging of our4 nation.5 WHEREAS, The Continental Congress, in flight from British6 troops advancing on Philadelphia, chose the City of York, York7 County, as its refuge and met there from September 30, 1777, to8 June 27, 1778, to direct national affairs during a critical9 period in the American Revolution; and10 WHEREAS, The Continental Congress adopted the Articles of11 Confederation while in session in the York County Courthouse on12 November 15, 1777, establishing the first constitution that13 formally united the 13 colonies as one nation; and14 WHEREAS, The Articles of Confederation guided the functions15 of the national government until the enactment of the United16 States Constitution in 1789; and17 WHEREAS, The Continental Congress ratified both the Treaty of18 Amity and Commerce and the Treaty of Alliance with France while1 in session in the York County Courthouse on May 4, 1778; and2 WHEREAS, These treaties marked the first official recognition3 by a foreign power of the United States of America as an4 independent country and helped secure a patriot victory in the5 American Revolution; and6 WHEREAS, The Continental Congress adjourned from the York7 County Courthouse on June 27, 1778, and returned to Independence8 Hall in Philadelphia after receiving word from General George9 Washington that the British had abandoned the city; and10 WHEREAS, November 15, 2026, is the 249th anniversary of the11 adoption of the Articles of Confederation in the City of York,12 York County; therefore be it13 RESOLVED, That the House of Representatives designate14 November 15, 2026, as "Articles of Confederation Day" in15 Pennsylvania; and be it further16 RESOLVED, That the House of Representatives recognize the17 City of York, York County, for its important contribution to the18 forging of our nation.20260HR0599PN3838 - 2 -
