To prohibit the use of Federal funds to conduct, support, or fund research that studies the effects of gender-related medical treatment, and for other purposes.
1.
Short title
This Act may be cited as the   Terminating Radical Attempts to Negate Sex Through Government Research Act   or the   TRANS Government Research Act  .
2.
Prohibition on availability of Federal funds for certain research
(a)
In general
Notwithstanding any other provision of law, no Federal funds may be made available to directly or indirectly conduct, support, or fund covered research.
(b)
Definitions
In this section:
(1)
Covered research
The term  covered research  means research that studies the effects of—
(A)
gender-related medical treatment; or
(B)
any other means of altering the body or physical appearance of a person to no longer correspond to the sex of such person, including by—
(i)
disrupting the natural development of the body of such person;
(ii)
inhibiting the natural functions of the body of such person; and
(iii)
modifying the physical appearance or attire of such person.
(2)
Female
The term  female  means an individual who, but for a developmental or genetic anomaly or historical accident, naturally has, had, will have, or would have a reproductive system that produces, transports, and utilizes eggs for fertilization.
(3)
Gender-related medical treatment
The term  gender-related medical treatment  means—
(A)
with respect to an individual who is female, medical treatment provided for the purpose of addressing the perception of such individual that such individual is not female, including—
(i)
a surgical procedure, including—
(I)
a vaginectomy;
(II)
a hysterectomy;
(III)
an oophorectomy;
(IV)
the reconstruction of the urethra;
(V)
a metoidioplasty;
(VI)
a phalloplasty;
(VII)
a salpingo-oophorectomy;
(VIII)
a scrotoplasty;
(IX)
the implantation of erection or testicular protheses;
(X)
a subcutaneous mastectomy;
(XI)
vocal cord surgery;
(XII)
pectoral implantation; and
(XIII)
penile transplantation;
(ii)
an exogenous dose of testosterone or other androgen; and
(iii)
a puberty blocker, including—
(I)
a gonadotropin-releasing hormone (GnRH) agonist; and
(II)
a synthetic drug that—
(aa)
suppresses the production of estrogen and progesterone; or
(bb)
delays or suppresses pubertal development; and
(B)
with respect to an individual who is male, medical treatment provided for the purpose of addressing the perception of such individual that such individual is not male, including—
(i)
a surgical procedure, including—
(I)
a penectomy;
(II)
an orchiectomy;
(III)
a vaginoplasty;
(IV)
a clitoroplasty;
(V)
a vulvoplasty;
(VI)
an augmentation mammoplasty;
(VII)
facial feminization surgery;
(VIII)
vocal cord surgery;
(IX)
a chondrolaryngoplasty;
(X)
gluteal augmentation; and
(XI)
uterine transplantation;
(ii)
an exogenous dose of estrogen; and
(iii)
a puberty blocker, including—
(I)
a gonadotropin-releasing hormone (GnRH) agonist; and
(II)
a synthetic drug that—
(aa)
suppresses the production of testosterone; or
(bb)
delays or suppresses pubertal development.
(4)
Male
The term  male  means an individual who, but for a developmental or genetic anomaly or historical accident, naturally has, had, will have, or would have a reproductive system that produces, transports, and utilizes sperm for fertilization.
(5)
Sex
The term  sex  means the biological determination with respect to whether an individual is male or female.
