HOUSE RESOLUTION
    WHEREAS, The members of the Illinois House of
Representatives wish to commend Robert Hugh Farley for more
than five decades of exceptional public service dedicated to
protecting children from abuse and sexual exploitation
throughout the State of Illinois; and
    WHEREAS, Robert Hugh Farley began his distinguished law
enforcement career with the Cook County Sheriff's Police
Department in 1988, serving for more than 30 years and rising
to the rank of detective, where he investigated all forms of
child abuse, including child sexual abuse and child homicide;
and
    WHEREAS, Robert Hugh Farley founded the Child Exploitation
Unit under the Cook County Sheriff's Police Department in
1997, establishing one of the first full-time law enforcement
units in the world dedicated exclusively to combating the
online solicitation and sexual exploitation of children; and
    WHEREAS, Under Robert Hugh Farley's leadership, the Child
Exploitation Unit achieved extraordinary success, securing
numerous arrests and convictions of child predators, earning
national and international recognition, and serving as a model
for similar units across the globe; and

    WHEREAS, Following his retirement from law enforcement,
Robert Hugh Farley served as an international child
exploitation consultant for INTERPOL, conducting investigative
training seminars at its headquarters in Lyon, France, as well
as at New Scotland Yard's High Tech Crime Law Enforcement
Training Centre in England; in addition, he has trained law
enforcement professionals in more than 20 countries worldwide;
and
    WHEREAS, As an internationally recognized expert in child
abuse investigations, Robert Hugh Farley has co-authored books
and professional publications and provided technical
assistance and consulting services to the United States
Department of Justice, the Federal Bureau of Investigation,
and the National Center for Missing and Exploited Children;
and
    WHEREAS, Through his innovative training curriculum,
Robert Hugh Farley has influenced investigative practices
adopted by thousands of law enforcement agencies, child
protection organizations, advocacy centers, and prosecutors
worldwide; and
    WHEREAS, Robert Hugh Farley has been a proud resident of
the Village of Deerfield and Lake County for 26 years, and he

is supported by his loving wife, Donna, their children,
Jennifer, Melissa, and Jordan, their children's spouses, and
their grandsons, Bradley and Taylor; and
    WHEREAS, After a lifetime of extraordinary dedication and
service, Robert Hugh Farley will officially retire on October
18, 2026; therefore, be it
    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
we commend Robert Hugh Farley for his unwavering commitment to
protecting children, his extraordinary contributions to law
enforcement in Illinois and around the world, and for the
enduring legacy he leaves through the countless professionals
he has trained and the many lives he has helped safeguard; and
be it further
    RESOLVED, That a suitable copy of this resolution be
presented to Robert Hugh Farley as a symbol of our esteem and
respect.

Commends Robert Hugh Farley for his unwavering commitment to protecting children, his extraordinary contributions to law enforcement in Illinois and around the world, and the enduring legacy he leaves through the countless professionals he has trained and the many lives he has helped safeguard.
