Official Code) shall on and after the date of the enactment of this Act be known and designated as the Eleanor Holmes Norton District of Columbia Tuition Assistance Grant Program . Any reference to the District of Columbia tuition assistance grant program in any law, regulation, document, record, or other paper of the United States shall be considered to be a reference to the Eleanor Holmes Norton District of Columbia Tuition Assistance Grant Program .
