HOUSE RESOLUTION 7004

A RESOLUTION to honor Victor O'Neal Lecou of Ravenwood
High School.
WHEREAS, it is fitting that the members of this legislative body should pause to pay
tribute to those students who, through their natural talents and unflagging commitment to
academic excellence, have distinguished themselves in and out of the classroom; and
WHEREAS, Victor O'Neal Lecou is one such exceptional student, who will soon
graduate from Ravenwood High School; and
WHEREAS, through diligent study, steady composure during examinations, and
steadfast commitment of time and talent, Mr. Lecou has achieved academic success while
participating in a number of extracurricular activities, including cross country and track and field;
and
WHEREAS, for four years, Mr. Lecou participated in JROTC, rising to the rank of Cadet
Sergeant First Class on the Officer Board of the Ravenwood JROTC SM1 Unit; and
WHEREAS, throughout his distinguished academic career, Victor O'Neal Lecou has
excelled in twelve Advanced Placement courses, earning two perfect scores of 5/5 and four
scores of 4/5; he was also awarded the Silver Seal of Biliteracy in both French and Spanish;
and
WHEREAS, a leader among his peers, Mr. Lecou has generously dedicated his time and
talents to various volunteer endeavors; he spent a week in Honduras with Holy Family Catholic
Church, building homes for the impoverished, and another week in Mobile, Alabama, painting
and landscaping at an underprivileged school; and
WHEREAS, his display of intellectual aptitude and ambition surely bodes well for his
future success at the University of Tennessee, Knoxville, where he will pursue a bachelor's

degree in architecture through the highly competitive, NAAB-accredited Architecture program;
and
WHEREAS, no stranger to recognition, Mr. Lecou is a recipient of the Volunteer
Scholarship, the HOPE Scholarship, and the GAMS Scholarship; additionally, he will graduate
this year with the Williamson County Honors Diploma, Tennessee Honors, Tennessee
Distinction, and Volunteerism Distinction, further demonstrating his commitment to academic
and personal excellence; and
WHEREAS, Victor O'Neal Lecou's noteworthy achievements are a tremendous source
of pride for his family, his school, and his community; and
WHEREAS, Mr. Lecou's dedication to excellence is clearly deserving of the respect,
admiration, and commendation of the members of this legislative body; now, therefore,
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED
FOURTEENTH GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, that we hereby
commend and honor Victor O'Neal Lecou, 2026 graduate of Ravenwood High School, on his
impressive academic and personal achievements and extend to him our best wishes for a
happy, successful future.
BE IT FURTHER RESOLVED, that an appropriate copy of this resolution be prepared
for presentation with this final clause omitted from such copy.
