sr300/introduced.txtUNOFFICIAL COPY 26 RS BR 25621A RESOLUTION adjourning the Senate in honor of Jay Hartz upon the occasion of2 his forthcoming retirement from the Legislative Research Commission.3With kindest respect and with deep admiration, we pay tribute to Jay Hartz,4 Director of the Legislative Research Commission, who is retiring after 27 years of5 distinguished service to the General Assembly.6WHEREAS, Jay Hartz, a native son of Ohio and graduate of both Ashland7 University and Villanova University, began his career at the Legislative Research8 Commission in 1999; and9WHEREAS, during his 27 years of distinguished service, Jay Hartz has served in10 numerous roles, including Deputy Chief of Staff to the Senate President, the first11 Republican Clerk of the Senate, and, since his appointment in 2019, Director of the LRC;12 and13WHEREAS, Jay Hartz has faithfully carried out the historical duties bestowed upon14 all LRC Directors, while also successfully guiding the agency through a pandemic and15 overseeing the Capitol's closure for repairs, the opening of temporary chambers, the16 implementation of a new personnel system, and significant advances in the use of17 technology and process to better serve legislators, staff, and the Commonwealth of18 Kentucky; and19WHEREAS, during his entire service to the LRC, Jay Hartz has served as a trusted20 advisor and confidante to legislators and staff alike, never breaking trust, never seeking21 recognition or fame for his efforts and counsel, and always insisting that the successes of22 the LRC be attributed to the legislators and staff whom he served; and23WHEREAS, Jay Hartz has approached every day with his trademark integrity,24 professionalism, and dedication. Respected by everyone he meets in the hallways of the25 Capitol and the Annex—from legislators to fellow staff to those employees who have26 served under his leadership as LRC Director—he truly represents the best the agency has27 to offer; andPage 1 of 2XXXX 4/13/2026 8:31 AM JacketedUNOFFICIAL COPY 26 RS BR 25621WHEREAS, Jay Hartz, a longtime member of our legislative family and an adopted2 Kentucky son, whose service, deep institutional knowledge, wisdom, and kindness have3 earned him a place in the General Assembly's and the LRC's shared traditions, lore, and4 history of public service, will be sorely missed by both legislators and staff; and5WHEREAS, the members of this honorable body express their sincere gratitude to6 Jay Hartz as he embarks upon a well-deserved retirement, duly thank him for his many7 years of service to this Commonwealth, and wish him well in all his future endeavors;8NOW, THEREFORE,9 Be it resolved by the Senate of the General Assembly of the Commonwealth of10 Kentucky:11Section 1. The members of the Senate hereby recognize Director Jay Hartz for12 his contributions and commitment to the Legislative Research Commission and to the13 Commonwealth of Kentucky.14Section 2.
