Red = new code to be enactedHOUSE CONCURRENT RESOLUTION 32(By Delegates Fehrenbacher, Hite, Drennan, and Young)[Introduced March 10, 2026; referred to the Committee on Rules]Requesting the Joint Committee on Government and Finance to direct an early childhood care and education cost estimation study to enable the state to model actual costs of early childhood care and education.Whereas, A thriving, sustainable early childhood care and education system should meet the needs of West Virginia families, be administered by an efficient state regulatory infrastructure that collaborates positively with early childhood care and education providers, and be supported by stable funding streams; andWhereas, Access to affordable, high-quality early childhood care and education is essential to workforce participation, family economic stability, and healthy child development. Benefits of early childhood education for infants, toddlers, and young children include improved kindergarten readiness, improved mental and physical health, higher graduation rates, and increased lifetime earnings; andWhereas, Issues related to access and affordability for families and financial sustainability and continuity for providers must be addressed to ensure West Virginia delivers high quality early childhood care and education to our state's children to set them up for future successes; andWhereas, West Virginia receives federal block grant funding through the Child Care and Development Fund (CCDF) within the Administration for Children and Families. West Virginia currently utilizes a market rate survey to determine state-specific subsidy reimbursement rates for providers. Current subsidy reimbursement rates do not adequately reflect the actual cost of providing quality early childhood care and education; andWhereas, The Administration for Children and Families permits states to use alternative methodology, such as cost estimation, to establish provider subsidy rates. Cost estimation modeling can be used to inform strategic questions facing the early childhood care and education field and create a variety of policy-driven scenarios to ensure that public dollars are invested wisely; therefore, be itResolved by the Legislature of West Virginia:That the Legislature hereby requests the Joint Committee on Government and Finance to direct an early childhood care and education cost estimation study to provide reliable data to enable the state to model actual costs of early childhood care and education. The report should include specifics on the mechanisms used to develop a cost estimation model; the estimated true cost of providing quality early childhood care and education in West Virginia, including variations by program type, age group, and geographic region; a comparison between existing child care subsidy reimbursement rates and the estimated cost of care; and a financial estimate and proposed implementation plan intended to inform development of the budget; and, be itFurther Resolved, That the findings of the early childhood care and education cost estimation study must be reported to the Joint Committee on Government and Finance, the Joint Standing Committee on Health, and the Joint Standing Committee on Education no later than December 31, 2026.Print On DemandName:Email:Phone:
