sb3849/introduced-in-senate.txt119 S3849 IS: Community Bank Relief ActU.S. Senate2026-02-11text/xmlENPursuant to Title 17 Section 105 of the United States Code, this file is not subject to copyright protection and is in the public domain.II 119th CONGRESS 2d Session S. 3849 IN THE SENATE OF THE UNITED STATES February 11, 2026 Mr. Cruz (for himself and Mrs. Britt ) introduced the following bill; which was read twice and referred to the Committee on Banking, Housing, and Urban Affairs A BILLTo amend the Electronic Fund Transfer Act to adjust certain thresholds for inflation.1.Short titleThis Act may be cited as the Community Bank Relief Act .2.Reasonable fees and rules for payment card transactionsSection 921(a)(6) of the Electronic Fund Transfer Act ( 15 U.S.C. 1693o–2(a)(6) ) is amended—(1)by redesignating subparagraph (B) as subparagraph (C); and(2)by inserting after subparagraph (A) the following:(B)Inflation adjustments(i)In generalExcept as provided in clause (ii), not later than July 1, 2026, and not later than January 15 of every year thereafter, the amount described in subparagraph (A) shall be adjusted by the annual percentage increase in the Consumer Price Index for the month of October.(ii)ExceptionPrior to the first adjustment made under clause (i), the Board shall adjust the amount described in subparagraph (A) by the percentage by which—(I)the Consumer Price Index for October 2025, exceeds(II)the Consumer Price Index for October 2009..
