SJ0009ENROLLED JOINT RESOLUTION NO. 4, SENATESIXTY-EIGHTH LEGISLATURE OF THE STATE OF WYOMING2026 BUDGET SESSIONA JOINT RESOLUTION requesting Congress recognize theprotection of Wyoming's freedom of access to public lands, toallow responsible development of resources, recreation,agriculture, hunting, fishing, trapping, and conservationunder multiple‑use frameworks, to protect local participationin land management decisions, and to keep public landsavailable to the people of Wyoming.WHEREAS, federal public lands are central to Wyoming'sheritage, economy, culture and way of life; andWHEREAS, while Congress and the executive branch have a dutyto manage these lands for multiple use and sustained yield inthe public interest, disposal of lands should not occurwithout meaningful input from state and local governments andaffected communities; andWHEREAS, Wyoming residents access our federal public landsmore than any other state in the United States, withapproximately ninety-one percent (91%) of Wyoming'spopulation utilizing public lands for work, recreation andsubsistence; andWHEREAS, Wyoming's natural resource industries have driventhe state's economy for over a century, contributing overeleven billion dollars ($11,000,000,000.00) annually to thegross state product (GSP), accounting for roughly betweentwenty-five percent (25%) and thirty percent (30%) of totalGSP and employing nearly fifteen percent (15%) of the state'sworkforce; andWHEREAS, Wyoming agriculture is foundational to the state andnation, and continued and improved access to public lands forgrazing and agriculture use is essential; and1ORIGINAL SENATEJOINT RESOLUTION. SJ0009ENROLLED JOINT RESOLUTION NO. 4, SENATESIXTY-EIGHTH LEGISLATURE OF THE STATE OF WYOMING2026 BUDGET SESSIONWHEREAS, Wyoming's firearms heritage, which is rooted inresponsible ownership, hunting, sport shooting and self-reliance, is strengthened through growing youth shootingsports programs like those offered by 4-H, and supported bythe expanding firearms industries in Wyoming, whichcontributes to education, workforce development, conservationand the state's outdoor economy; andWHEREAS, Article 1, Section 39 of the Wyoming Constitutionaffirms "the opportunity to fish, hunt, and trap wildlife isa heritage that shall forever be preserved to the individualcitizens of the state" and is the foundation for a multipleuse framework which has led to the highest percentage ofhunters of any state and world-class wildlife resources whichsupport a hunting, fishing and tourism economy; andWHEREAS, although existing federal laws already provide aprocess for land purchases, exchanges or limited disposalswhen a clear and justified public purpose exists, includingTitle 43 of the United States Code governing public lands,and such processes have been used successfully in Wyoming,those processes need to be more efficient and less costly forboth public and private landowners; andWHEREAS, recent proposals and public discussions have raisedconcern regarding broad, quota-driven or large-scale sales offederal public lands as a policy or revenue mechanism, withoutsufficient local input or analysis; andWHEREAS, widespread disposal of public lands without clearcriteria shifts significant long-term costs for access,wildfire response, infrastructure and law enforcement ontostate and local governments without dedicated funding; and2ORIGINAL SENATEJOINT RESOLUTION. SJ0009ENROLLED JOINT RESOLUTION NO. 4, SENATESIXTY-EIGHTH LEGISLATURE OF THE STATE OF WYOMING2026 BUDGET SESSIONWHEREAS, Wyoming's counties have adopted land-use and naturalresource plans through public processes tailored to theirunique needs, and actions that disregard these plans erodelocal governance and the spirit of federalism; andWHEREAS, Wyoming has a long tradition of collaboration,transparency and locally driven decision making rather thantop-down, command-and-control directives; andWHEREAS, agriculture, natural resource and recreationindustries in Wyoming are the best and proudest stewards ofpublic lands; andWHEREAS, if land disposal is determined to be necessary thenWyoming community input must be a consideration becausemeaningful improvements to land management are best achievedthrough stakeholder engagement, streamlining existingprocesses and community-led solutions grounded in localknowledge with robust local public input and consultationwith state and local government.NOW, THEREFORE, BE IT RESOLVED BY THE MEMBERS OF THELEGISLATURE OF THE STATE OF WYOMING:Section 1. That the Wyoming Legislature opposes anystate or federal legislation or policy that promotes the broador indiscriminate sale or exchange of public lands.Section 2. That the state of Wyoming demands Congressand federal agencies respect existing land managementframeworks, county land-use plans and the voices of localcommunities most directly affected by federal land decisions,especially when evaluating any proposed changes to federalland management or the disposition of lands.3ORIGINAL SENATEJOINT RESOLUTION. SJ0009ENROLLED JOINT RESOLUTION NO. 4, SENATESIXTY-EIGHTH LEGISLATURE OF THE STATE OF WYOMING2026 BUDGET SESSIONSection 3. That the Wyoming Legislature supportsresponsible, locally supported land exchanges, adjustments ordisposals under existing laws and procedures when theydemonstrably enhance public access, natural resource use orcommunity benefit.Section 4. That the Wyoming Legislature supportsadequately funding state and federal agencies and thecorresponding programs that exist so that the agencies canefficiently and effectively review land purchases, exchangesor limited disposals under the existing legal framework.4ORIGINAL SENATEJOINT RESOLUTION.
