SENATE RESOLUTION ____
MR. PRESIDENT:
I offer the following resolution and move its adoption:
A SENATE RESOLUTION urging the Legislative Council
to assign to the appropriate interim study committee the topic
of agency personnel performance.
Whereas, On January 20, 2025, President Donald Trump
issued an executive order to maximize governmental efficiency
and productivity;
Whereas, In Executive Order 25-16, Governor Braun
recognized that a provision of efficient government requires all
agencies to be accountable to taxpayers;
Whereas, One of the duties of the Legislative Council,
spelled out in IC 2-5-1.1-6(2), is to "review the operations,
budgetary practices and expenditures of all state agencies,
including departments, boards, offices, commissions and
political subdivisions";
Whereas, In the State Employee Handbook, under the
"Customer Service" section, it is recognized that the customers
of state employees includes the citizens of the state of Indiana
and various governmental entities;

Whereas, There is a great importance placed upon the need
for state employees to be efficient, effective, and communicative
as exemplified by the clauses above, and periodically it is
necessary to review these practices; and
Whereas, It is necessary to conduct a thoughtful review of
personnel performance to ensure effective government:
Therefore,
Be it resolved by the Senate of the
General Assembly of the State of Indiana:
SECTION 1. That the Indiana Senate urges the Legislative
Council to assign to the appropriate interim study committee
the topic of agency personnel performance.
SECTION 2. The Secretary of the Senate is hereby directed
to submit copies of this Resolution to Senator Jim Tomes.
