PRESIDENT:I offer the following resolution and move its adoption:1 A SENATE RESOLUTION urging the Legislative Council2 to assign to the appropriate interim study committee the topic3 of agency personnel performance.4 Whereas, On January 20, 2025, President Donald Trump5 issued an executive order to maximize governmental efficiency6 and productivity;7 Whereas, In Executive Order 25-16, Governor Braun8 recognized that a provision of efficient government requires all9 agencies to be accountable to taxpayers;10 Whereas, One of the duties of the Legislative Council,11 spelled out in IC 2-5-1.1-6(2), is to "review the operations,12 budgetary practices and expenditures of all state agencies,13 including departments, boards, offices, commissions and14 political subdivisions";15 Whereas, In the State Employee Handbook, under the16 "Customer Service" section, it is recognized that the customers17 of state employees includes the citizens of the state of Indiana18 and various governmental entities;2026 RR 3523/DI JR21 Whereas, There is a great importance placed upon the need2 for state employees to be efficient, effective, and communicative3 as exemplified by the clauses above, and periodically it is4 necessary to review these practices; and5 Whereas, It is necessary to conduct a thoughtful review of6 personnel performance to ensure effective government:7 Therefore,8Be it resolved by the Senate of the9General Assembly of the State of Indiana:10 SECTION 1. That the Indiana Senate urges the Legislative11 Council to assign to the appropriate interim study committee12 the topic of agency personnel performance.13 SECTION 2. The Secretary of the Senate is hereby directed14 to submit copies of this Resolution to Senator Jim Tomes.2026 RR 3523/DI JR
