Ruiz, Schlingensiepen, Simmons, Stogsdill and Wikle2-41 A PROPOSITION to amend the bill of rights of the constitution of the2 state of Kansas by adding a new section thereto, relating to the public3 right to possess and use cannabis for medical purposes.45 Be it resolved by the Legislature of the State of Kansas, two-thirds of the6 members elected (or appointed) and qualified to the House of7 Representatives and two-thirds of the members elected (or appointed)8 and qualified to the Senate concurring therein:9 Section 1. The following proposition to amend the constitution of10 the state of Kansas shall be submitted to the qualified electors of the state11 for their approval or rejection: The bill of rights of the constitution of the12 state of Kansas is hereby amended by adding a new section to read as13 follows:14"§ 22. Right of Public to Possess and Use Cannabis for15 Medical Purposes. The people have the right to possess and16 use cannabis for medical purposes, subject to reasonable laws17 and regulations that protect public health, safety and general18 welfare."19 Sec. 2. The following statement shall be printed on the ballot with20 the amendment as a whole:21 "Explanatory statement. This amendment is to establish the22constitutional right of the public to possess and use cannabis23for medical purposes, subject to reasonable laws and24regulations that protect public health, safety and general25welfare.26 "A vote for this proposition would establish a right of the public27to possess and use cannabis for medical purposes, subject to28reasonable laws and regulations that protect public health,29safety and general welfare.30 "A vote against this proposition would make no change to the31constitution of the state of Kansas."32 Sec. 3. This resolution, if approved by two-thirds of the members33 elected (or appointed) and qualified to the House of Representatives and34 two-thirds of the members elected (or appointed) and qualified to the35 Senate, shall be entered on the journals, together with the yeas and nays.HCR 5029 21 The secretary of state shall cause this resolution to be published as2 provided by law and shall cause the proposed amendment to be submitted3 to the electors of the state at the general election in November in the year4 2026, unless a special election is called at a sooner date by concurrent5 resolution of the legislature, in which case, the proposed amendment shall6 be submitted to the electors of the state at the special election.
