1 A PROPOSITION to amend the bill of rights of the constitution of the
2   state of Kansas by adding a new section thereto, relating to the right
3   for adults to possess and use cannabis.

5 Be it resolved by the Legislature of the State of Kansas, two-thirds of the
6     members elected (or appointed) and qualified to the House of
7     Representatives and two-thirds of the members elected (or appointed)
8     and qualified to the Senate concurring therein:
9     Section 1. The following proposition to amend the constitution of
10 the state of Kansas shall be submitted to the qualified electors of the state
11 for their approval or rejection: The bill of rights of the constitution of the
12 state of Kansas is hereby amended by adding a new section to read as
13 follows:
14"§ 22. Right of Adults to Possess and Use Cannabis.
15     Adults have the right to possess and use cannabis, subject to
16     reasonable laws and regulations that protect public health,
17     safety and general welfare."
18     Sec. 2. The following statement shall be printed on the ballot with
19 the amendment as a whole:
20     "Explanatory statement. This amendment is to establish the
21constitutional right of adults to possess and use cannabis,
22subject to reasonable laws and regulations that protect public
23health, safety and general welfare.
24     "A vote for this proposition would establish a right of adults to
25possess and use cannabis, subject to reasonable laws and
26regulations that protect public health, safety and general
27welfare.
28     "A vote against this proposition would make no change to the
29constitution of the state of Kansas."
30     Sec. 3. This resolution, if approved by two-thirds of the members
31 elected (or appointed) and qualified to the House of Representatives and
32 two-thirds of the members elected (or appointed) and qualified to the
33 Senate, shall be entered on the journals, together with the yeas and nays.
34 The secretary of state shall cause this resolution to be published as
35 provided by law and shall cause the proposed amendment to be submitted

1 to the electors of the state at the general election in November in the year
2 2026, unless a special election is called at a sooner date by concurrent
3 resolution of the legislature, in which case, the proposed amendment shall
4 be submitted to the electors of the state at the special election.
