R. 4939 IN THE HOUSE OF REPRESENTATIVES August 8, 2025 Mr. Self introduced the following bill; which was referred to the Committee on Agriculture A BILLTo require the Secretary of Agriculture to submit an annual report to Congress on the state of food security and diet quality in the United States, including the impact of changes to the supplemental nutrition assistance program (SNAP), and to provide policy recommendations for improving nutrition outcomes for both participants and nonparticipants.1.Short titleThis Act may be cited as the SNAP Study Act of 2025 .2.Food security and diet quality reportThe Food and Nutrition Act of 2008 ( 7 U.S.C. 2011 et seq. ), as amended by section 4125, is amended by adding at the end the following:32.Food security and diet quality report(a)In generalNot later than 1 year after the effective date of this section, and annually thereafter, the Secretary shall submit to the Committee on Agriculture, Nutrition, and Forestry of the Senate and the Committee on Agriculture of the House of Representatives a report on food security and diet quality in the United States.(b)ContentsThe report required to be submitted under subsection (a) shall include—(1)an analysis of the food security and diet quality of participants and nonparticipants in the supplemental nutrition assistance program;(2)(A)a summary of legislative and Executive branch changes made to the supplemental nutrition assistance program in the year covered by the report that are intended to improve food security and diet quality; and(B)an analysis of the impact and effectiveness of those changes on food security and diet quality; and(3)recommendations to the Congress on how to improve food security and diet quality for participants and nonparticipants in the supplemental nutrition assistance program..3.Effective dateThis Act and the amendment made by this Act shall take effect 180 days after the date of the enactment of this Act.
