Johnson, who—on January 8, 1964, after theassassination of President John F. Kennedy, during atime of great turmoil—proclaimed, ‘‘This administrationssavage on LAPJG3WLY3PROD with BILLStoday, here and now, declares unconditional war on pov-erty in America . . .
