AN ACT
Amending Title 35 (Health and Safety) of the Pennsylvania
Consolidated Statutes, in emergency medical services system,
providing for laryngectomy patient care QR code.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 35 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
§ 8159. Laryngectomy patient care QR code.
(a) Placement.--An ambulance or QRS vehicle shall display a
clearly visible quick response (QR) code in the patient care
area. The QR code shall link to a department-approved digital
resource that includes:
(1) Emergency airway management protocols for
laryngectomy patients.
(2) Visual guides for identifying stomas and
contraindicated procedures.
(3) Contact information for regional medical control or
laryngectomy support services.
(b) Maintenance.--EMS agencies shall ensure that the QR code
is functional, up to date and accessible without requiring login
credentials.
(c) Implementation.--The department shall promulgate
regulations within 180 days of the effective date of this
subsection to establish standards for QR code content, placement
and training.
Section 2. This act shall take effect in 180 days.
