WARD, BARTOLOTTA, FARRY AND CULVER, AUGUST 19, 2026REFERRED TO VETERANS AFFAIRS AND EMERGENCY PREPAREDNESS,AUGUST 19, 2026AN ACT1 Amending Title 35 (Health and Safety) of the Pennsylvania2 Consolidated Statutes, in emergency medical services system,3 providing for laryngectomy patient care QR code.4 The General Assembly of the Commonwealth of Pennsylvania5 hereby enacts as follows:6 Section 1. Title 35 of the Pennsylvania Consolidated7 Statutes is amended by adding a section to read:8 § 8159. Laryngectomy patient care QR code.9 (a) Placement.--An ambulance or QRS vehicle shall display a10 clearly visible quick response (QR) code in the patient care11 area. The QR code shall link to a department-approved digital12 resource that includes:13(1) Emergency airway management protocols for14 laryngectomy patients.15(2) Visual guides for identifying stomas and16 contraindicated procedures.17(3) Contact information for regional medical control or18 laryngectomy support services.1 (b) Maintenance.--EMS agencies shall ensure that the QR code2 is functional, up to date and accessible without requiring login3 credentials.4 (c) Implementation.--The department shall promulgate5 regulations within 180 days of the effective date of this6 subsection to establish standards for QR code content, placement7 and training.8 Section 2.
