To require the Secretary of Health and Human Services to conduct a study on suicide risk factors faced by construction workers, and for other purposes.
1.
Short title
This Act may be cited as the   Constructing the Path to Suicide Prevention Act  .
2.
Study on suicide risk factors faced by construction workers
(a)
In general
The Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, (referred to in this section as the  Secretary ) shall conduct a study on construction workers who died by suicide to understand suicide risk factors that construction workers face and the additive impact of such risk factors on such workers.
(b)
Risk factors
The study under subsection (a) may consider employment, organizational, and individual risk factors with respect to construction workers who died by suicide, including—
(1)
demographic information;
(2)
employment status at time of death;
(3)
the type of construction work, as determined by the Secretary of Labor under subchapter IV of  chapter 31  of title 40, United States Code (commonly known as the  Davis-Bacon Act ), in which the workers were engaged;
(4)
union membership status;
(5)
whether the worker was covered under a health plan, and if the worker was covered under a group health plan, the type of plan sponsor of such plan, from among the plan sponsor types described in clauses (i) through (iv) of section 3(16)(B) of the Employee Retirement Income Security Act of 1974 ( 29 U.S.C. 1002(16)(B) );
(6)
whether the worker received benefits under an employment agreement;
(7)
whether the worker had access to an employee assistance program;
(8)
history of substance and alcohol use;
(9)
history of bankruptcy or debt collection;
(10)
history of injury impacting the ability to work in the 12-month period immediately preceding death, and whether the worker received a prescription opioid for the treatment of such an injury; and
(11)
history of mental health diagnosis.
(c)
Confidentiality
The Secretary shall maintain information collected pursuant to the study under this section in a manner consistent with all applicable Federal and State privacy laws.
(d)
Report to Congress
Not later than 3 years after the date of enactment of this Act, the Secretary shall submit to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives a report on policy recommendations to address the factors that increase suicide risk in construction workers, as determined through the study conducted under subsection (a).
