 I  119th CONGRESS  2d Session  H. R. 10022  IN THE HOUSE OF REPRESENTATIVES   August 3, 2026   Mr. Gallagher  (for himself and  Mr. Thompson of California ) introduced the following bill; which was referred to the  Committee on Transportation and Infrastructure    A BILL
To amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act to include community hardening as an eligible use of assistance under section 404 of such Act, and for other purposes.
1.
Short title
This Act may be cited as the   Community-Level Upgrades for Safer, Threat-Resistant Homes Act   or the   CLUSTER Act  .
2.
Hazard mitigation
Section 404(f) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5170c(f) ) is amended—
(1)
in paragraph (13) by striking  and  at the end;
(2)
in paragraph (14) by striking the period at the end and inserting  ; and ; and
(3)
by adding at the end the following:
(15)
community hardening or cluster hardening, including coordinated mitigation across private residential structures.
