                                  AN ACT
1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2    Statutes, in certificate of title and security interests,
3    further providing for vehicles not requiring certificate of
4    title and providing for optional vehicle title; and, in
5    registration of vehicles, further providing for registration
6    and certificate of title required.
7    The General Assembly of the Commonwealth of Pennsylvania
8 hereby enacts as follows:
9    Section 1.      Section 1102 of Title 75 of the Pennsylvania
10 Consolidated Statutes is amended by adding a paragraph to read:
11 § 1102.    Vehicles not requiring certificate of title.
12    No certificate of title is required for:

14(13)    A motorized pedalcycle.
15    Section 2.      Title 75 is amended by adding a section to read:
16 § 1102.1.    Optional vehicle title.
17    Upon application to the department, a person may request a
18 title for a motorized pedalcycle in accordance with section
19 1103.1 (relating to application for certificate of title).
20    Section 3.      Section 1301(c) of Title 75 is amended to read:
1 § 1301.    Registration and certificate of title required.

3    (c)    Certificate of title prerequisite to registration.--[No]
4(1)   Except as otherwise provided under paragraph (2), no
5    vehicle shall be registered unless a certificate of title has
6    been applied for or issued if one is required by Chapter 11
7    (relating to certificate of title and security interests).
8(2)   The department shall register a motorized pedalcycle
9    that is exempt from a title. In lieu of a title, the
10    department may require a bill of sale containing the vehicle
11    identification number for the motorized pedalcycle.
