To require the President to carry out the hazard mitigation program under the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

Short title
This Act may be cited as the Guaranteed Disaster Assistance Act .

Hazard mitigation
Section 404(a) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5170c(a) ) is amended by striking The President may and inserting The President shall .
