R. 9955 IN THE HOUSE OF REPRESENTATIVES July 27, 2026 Mr. Deluzio introduced the following bill; which was referred to the Committee on Education and Workforce A BILLTo amend the Higher Education Act of 1965 to provide opportunities for students at institutions of higher education to study trades, and for other purposes.1.Short titleThis Act may be cited as the Pathway to Trades Act .2.Agreements with institutions for Federal Perkins LoansSection 463(a) of the Higher Education Act of 1965 ( 20 U.S.C. 1087cc(a) ) is amended—(1)in paragraph (8), by striking and at the end;(2)by redesignating paragraph (9) as paragraph (10); and(3)by inserting after paragraph (8) the following:(9)provide that the institution of higher education will—(A)designate a faculty member as a point of contact for students studying, or interested in studying, trades; and(B)develop courses for students relating to trades; and.
