                           A RESOLUTION
1 Authorizing the sale of property known as the Juniata Gap
2    Weekend Training Site, located at Good Shepherd Road,
3    Altoona, Blair County; the Polk Center, located at 1 Lakewood
4    Circle, Polk Borough, Venango County; SCI Retreat, located at
5    660 State Route 11, Glen Lyon, Luzerne County; the White
6    Haven Center, located at 827 Oley Valley Road, White Haven,
7    Luzerne County; and the Woodhaven Center, located at 2900
8    Southampton Road, Philadelphia, Philadelphia County.
9    WHEREAS, Under Article XXIV-A of the act of April 9, 1929
10 (P.L.177, No.175), known as The Administrative Code of 1929, the
11 Department of General Services developed, and the Governor
12 approved, a plan for the disposition of real property owned by
13 the Commonwealth; and
14    WHEREAS, The Juniata Gap Weekend Training Site, located at
15 Good Shepherd Road, Altoona, Blair County, which:
16(1)   is being surplused by the Department of Military and
17    Veterans Affairs;
18(2)   consists of 33.61 acres of vacant/wooded land with
19    zero buildings;
20(3)   is appraised at $175,000 as of April 29, 2024, with
21    $0 in carrying costs and an estimated cost to sell of
1$10,000; and
2(4)     shall be disposed of by competitive bid or public
3auction;
4 and
5WHEREAS, The Polk Center, located at 1 Lakewood Circle, Polk
6 Borough, Venango County, which:
7(1)     is being surplused by the Department of Human
8Services;
9(2)     consists of approximately 630 acres and 53
10buildings, with approximately 988,000 square feet of building
11area;
12(3)     has an estimated value of $6,200,000, with
13approximate carrying costs of $5,375,000 per year and an
14estimated cost to sell of $250,000; and
15(4)     shall be disposed of by competitive bid or public
16auction;
17 and
18WHEREAS, SCI Retreat, located at 660 State Route 11, Glen
19 Lyon, Luzerne County, which:
20(1)     is being surplused by the Department of Corrections;
21(2)     consists of 174 acres and 30 buildings, with
22approximately 304,000 square feet of building area;
23(3)     has an appraised value of negative $3,000,000
24pursuant to an appraisal dated November 12, 2025, with
25approximate carrying costs of $817,000 per year and an
26estimated cost to sell of $150,000; and
27(4)     shall be disposed of by competitive bid or public
28auction;
29 and
30WHEREAS, The White Haven Center, located at 827 Oley Valley

1 Road, White Haven, Luzerne County, which:
2(1)     is being surplused by the Department of Human
3Services;
4(2)     consists of 182.72 acres and 23 buildings, with
5approximately 250,000 square feet of building area;
6(3)     has an appraised value of $12,800,000 pursuant to an
7appraisal dated October 8, 2025, with approximate carrying
8costs of $5,345,000 per year and an estimated cost to sell of
9$150,000; and
10(4)     shall be disposed of by competitive bid or public
11auction;
12 and
13WHEREAS, The Woodhaven Center, located at 2900 Southampton
14 Road, Philadelphia, Philadelphia County, which:
15(1)     is being surplused by the Department of Human
16Services;
17(2)     consists of 65.11 acres and 17 buildings, with
18approximately 280,000 square feet of building area;
19(3)     has an estimated value of $36,000,000, with
20approximate carrying costs of $1,900,000 per year and an
21estimated cost to sell of $200,000; and
22(4)     shall be disposed of by competitive bid or public
23auction;
24 and
25WHEREAS, Upon the approval of the plan in whole or in part by
26 the General Assembly by affirmative action or failure to act
27 under section 2404-A of the act of April 9, 1929 (P.L.177,
28 No.175), known as The Administrative Code of 1929, and section 7
29 of the act of April 7, 1955 (P.L.23, No.8), known as the
30 Reorganization Act of 1955, the Department of General Services

1 may implement the plan in accordance with law; and
2    WHEREAS, Editorial Note: Final action on this plan must occur
3 within 30 calendar days following its date of transmittal to the
4 General Assembly excluding days on which either house is not in
5 session because of an adjournment of more than ten days to a day
6 certain; therefore be it
7    RESOLVED, That Real Property Plan Disposition No. 1 of 2026,
8 transmitted by the Governor under section 2404-A of the act of
9 April 9, 1929 (P.L.177, No.175), known as The Administrative
10 Code of 1929, and section 7 of the act of April 7, 1955 (P.L.23,
11 No.8), known as the Reorganization Act of 1955, to the General
12 Assembly under date of July 11, 2026, be approved by the House
13 of Representatives authorizing the sale of the following
14 properties:
15(1)    The Juniata Gap Weekend Training Site, located at
16    Good Shepherd Road, Altoona, Blair County.
17(2)    The Polk Center, located at 1 Lakewood Circle, Polk
18    Borough, Venango County.
19(3)    SCI Retreat, located at 660 State Route 11, Glen
20    Lyon, Luzerne County
21(4)    The White Haven Center, located at 827 Oley Valley
22    Road, White Haven, Luzerne County.
23(5)    The Woodhaven Center, located at 2900 Southampton
24    Road, Philadelphia, Philadelphia County.
