and the Woodhaven Center, located at 29008 Southampton Road, Philadelphia, Philadelphia County.9 WHEREAS, Under Article XXIV-A of the act of April 9, 192910 (P.L.177, No.175), known as The Administrative Code of 1929, the11 Department of General Services developed, and the Governor12 approved, a plan for the disposition of real property owned by13 the Commonwealth; and14 WHEREAS, The Juniata Gap Weekend Training Site, located at15 Good Shepherd Road, Altoona, Blair County, which:16(1) is being surplused by the Department of Military and17 Veterans Affairs;18(2) consists of 33.61 acres of vacant/wooded land with19 zero buildings;20(3) is appraised at $175,000 as of April 29, 2024, with21 $0 in carrying costs and an estimated cost to sell of1$10,000; and2(4) shall be disposed of by competitive bid or public3auction;4 and5WHEREAS, The Polk Center, located at 1 Lakewood Circle, Polk6 Borough, Venango County, which:7(1) is being surplused by the Department of Human8Services;9(2) consists of approximately 630 acres and 5310buildings, with approximately 988,000 square feet of building11area;12(3) has an estimated value of $6,200,000, with13approximate carrying costs of $5,375,000 per year and an14estimated cost to sell of $250,000; and15(4) shall be disposed of by competitive bid or public16auction;17 and18WHEREAS, SCI Retreat, located at 660 State Route 11, Glen19 Lyon, Luzerne County, which:20(1) is being surplused by the Department of Corrections;21(2) consists of 174 acres and 30 buildings, with22approximately 304,000 square feet of building area;23(3) has an appraised value of negative $3,000,00024pursuant to an appraisal dated November 12, 2025, with25approximate carrying costs of $817,000 per year and an26estimated cost to sell of $150,000; and10(4) shall be disposed of by competitive bid or public11auction;12 and13WHEREAS, The Woodhaven Center, located at 2900 Southampton14 Road, Philadelphia, Philadelphia County, which:15(1) is being surplused by the Department of Human16Services;17(2) consists of 65.11 acres and 17 buildings, with18approximately 280,000 square feet of building area;19(3) has an estimated value of $36,000,000, with20approximate carrying costs of $1,900,000 per year and an21estimated cost to sell of $200,000;
