                          A RESOLUTION
1 Urging the Congress of the United States to pass the American
2    High-Speed Rail Act.
3    WHEREAS, The United States stands out among its European and
4 Asian peers, and even among less developed countries, in the
5 lack of a high-speed rail system, limiting interregional growth
6 potential in places such as California, Texas, Florida and the
7 northeastern United States; and
8    WHEREAS, Congressman Seth Moulton (D-MA) has introduced the
9 American High-Speed Rail Act in multiple sessions of the
10 Congress of the United States to clearly outline high-speed rail
11 parameters in this country and provide for public-private
12 investment to spur high-speed rail growth; and
13    WHEREAS, Pennsylvania, situated between New York and
14 Washington, DC, and adjacent to one of the speediest sections of
15 the northeast corridor, would be a significant beneficiary of
16 high-speed rail investments, and Pennsylvania's abundant rail
17 infrastructure and relatively straight rights-of-way would make
18 it a leading contender to have the nation's first high-speed
1 rail routes running along Pennsylvania's tracks; and
2      WHEREAS, High-speed rail in Pennsylvania would improve
3 intercity travel, foster regional connectivity, support transit-
4 oriented development, reduce roadway congestion, relieve strain
5 on airports and strengthen local economies and Pennsylvania as a
6 whole; and
7      WHEREAS, High-speed rail in Pennsylvania would also offer
8 substantial environmental benefits, including reductions in
9 greenhouse gas emissions and improved air quality; and
10      WHEREAS, Federal support would be crucial to upgrading rail
11 infrastructure in Pennsylvania to accommodate a high-speed rail
12 system to meet Pennsylvania's transportation needs; therefore be
13 it
14      RESOLVED, That the Senate of the Commonwealth of Pennsylvania
15 urge the Congress of the United States to pass the American
16 High-Speed Rail Act; and be it further
17      RESOLVED, That copies of this resolution be transmitted to
18 the presiding officers of each house of Congress and to each
19 member of Congress from Pennsylvania.
