sr349/introduced.txtPRINTER'S NO. 1879THE GENERAL ASSEMBLY OF PENNSYLVANIASENATE RESOLUTIONNo. 349Session of2026INTRODUCED BY STREET, PICOZZI, COSTA, TARTAGLIONE AND HUGHES,JULY 9, 2026REFERRED TO TRANSPORTATION, JULY 9, 2026A RESOLUTION1 Urging the Congress of the United States to pass the American2 High-Speed Rail Act.3 WHEREAS, The United States stands out among its European and4 Asian peers, and even among less developed countries, in the5 lack of a high-speed rail system, limiting interregional growth6 potential in places such as California, Texas, Florida and the7 northeastern United States; and8 WHEREAS, Congressman Seth Moulton (D-MA) has introduced the9 American High-Speed Rail Act in multiple sessions of the10 Congress of the United States to clearly outline high-speed rail11 parameters in this country and provide for public-private12 investment to spur high-speed rail growth; and13 WHEREAS, Pennsylvania, situated between New York and14 Washington, DC, and adjacent to one of the speediest sections of15 the northeast corridor, would be a significant beneficiary of16 high-speed rail investments, and Pennsylvania's abundant rail17 infrastructure and relatively straight rights-of-way would make18 it a leading contender to have the nation's first high-speed1 rail routes running along Pennsylvania's tracks; and2 WHEREAS, High-speed rail in Pennsylvania would improve3 intercity travel, foster regional connectivity, support transit-4 oriented development, reduce roadway congestion, relieve strain5 on airports and strengthen local economies and Pennsylvania as a6 whole; and7 WHEREAS, High-speed rail in Pennsylvania would also offer8 substantial environmental benefits, including reductions in9 greenhouse gas emissions and improved air quality; and10 WHEREAS, Federal support would be crucial to upgrading rail11 infrastructure in Pennsylvania to accommodate a high-speed rail12 system to meet Pennsylvania's transportation needs; therefore be13 it14 RESOLVED, That the Senate of the Commonwealth of Pennsylvania15 urge the Congress of the United States to pass the American16 High-Speed Rail Act; and be it further17 RESOLVED, That copies of this resolution be transmitted to18 the presiding officers of each house of Congress and to each19 member of Congress from Pennsylvania.20260SR0349PN1879 - 2 -
