sb4852/introduced-in-senate.txt119 S4852 IS: Building Infrastructure for Nutrient Storage Act of 2026U.S. Senate2026-06-22text/xmlENPursuant to Title 17 Section 105 of the United States Code, this file is not subject to copyright protection and is in the public domain.II 119th CONGRESS 2d Session S. 4852 IN THE SENATE OF THE UNITED STATES June 22, 2026 Mr. Hoeven (for himself and Ms. Klobuchar ) introduced the following bill; which was read twice and referred to the Committee on Agriculture, Nutrition, and Forestry A BILLTo amend the Food, Conservation, and Energy Act of 2008 to make fertilizer storage facilities eligible for farm storage facility loans, and for other purposes.1.Short titleThis Act may be cited as the Building Infrastructure for Nutrient Storage Act of 2026 or the BINS Act of 2026 .2.Storage facility loans(a)In generalSection 1614(a) of the Food, Conservation, and Energy Act of 2008 ( 7 U.S.C. 8789(a) ) is amended by inserting fertilizer, after renewable biomass, .(b)RulemakingNot later than 180 days after the date of enactment of this Act, the Secretary of Agriculture shall amend part 1436 of title 7, Code of Federal Regulations, to reflect the amendment made by subsection (a), including to ensure that, with respect to fertilizer, loans may be made under the Farm Storage Facility Loan Program for, at a minimum, the following:(1)Dry bins and dry flat storage.(2)Fertilizer blenders.(3)Liquid tanks.(4)Anhydrous ammonia pressure vessels.(5)Foundations, electrical systems, conveyors, plumbing, piping, and pumps necessary for the receipt, storage, and removal of fertilizer products.
