O'Connor, Jr., of East5 Brandywine Township, Chester County, gave his life in the line6 of duty on March 8, 2026, at 40 years of age; and7 WHEREAS, Born in Chester on August 1, 1985, Corporal O'Connor8 was the son of Timothy O'Connor, Sr., and Maureen Dawson9 O'Connor; and10 WHEREAS, Corporal O'Connor graduated in 2004 from Henderson1 High School in West Chester and then pursued his calling in law2 enforcement, studying at the University of Pittsburgh before3 proudly graduating from the Pennsylvania State Police Academy4 with the 131st Cadet Class in 2011; and5WHEREAS, Upon graduation from the Pennsylvania State Police6 Academy, Corporal O'Connor began his career as a patrol trooper7 with Troop J, Avondale; and8WHEREAS, Corporal O'Connor joined the Troop J Criminal9 Investigation Unit in 2016 and later served with the Troop J10 Vice Unit; and11WHEREAS, Corporal O'Connor transferred to the Embreeville12 Patrol Unit in March 2022, expressing a desire to help coach and13 mentor new troopers, and was promoted to corporal in July 2022;14 and15WHEREAS, Throughout his 15 years of service, Corporal16 O'Connor received numerous accolades for his bravery and17 dedication, including the Commissioner's Area Command18 Significant Achievement Award and the Blooming Grove Service19 Award; and20WHEREAS, His pivotal role during the Papal Visit Detail21 earned him distinction in 2015, and his commitment to public22 safety was further honored with the Chester County Manhunt23 Service Award in 2023; and24WHEREAS, Governor Josh Shapiro ordered flags across25 Pennsylvania to be flown at half-staff from March 10, 2026,26 through the date of interment on March 18, 2026, to honor27 Corporal O'Connor, the 105th member of the State police to give28 his life in the line of duty; and29WHEREAS, Corporal O'Connor's commitment to serving his30 community extended far beyond his calling in the State police,20260HR0561PN3562 - 2 -1 as he mentored youth as a Chester County Camp Cadet Counselor2 and volunteered at the First West Chester Fire Company, where he3 served as a Second Class Firefighter with the "Fightin' 51st"4 from 2003 to 2012; and5 WHEREAS, Corporal O'Connor was an avid Philadelphia sports6 fan whose love for his teams was memorialized in the parting7 words, "Go, Birds," of a touching eulogy delivered by his wife,8 Casey, on March 18, 2026; and9 WHEREAS, Above all, Corporal O'Connor was the devoted and10 cherished husband of Casey O'Connor and a loving and beloved11 father to their daughter, Kenzie; and12 WHEREAS, Corporal O'Connor's family, colleagues and community13 will remember him for his kindness, loyalty and compassion as14 much as for his bravery, steadfast commitment to public safety15 and dedication to the highest ideals of service and family; and16 WHEREAS, Corporal O'Connor led by example and demonstrated17 courage, professionalism and integrity in carrying out his18 duties, earning the respect and gratitude of his colleagues and19 the communities he served; and20 WHEREAS, Corporal O'Connor dedicated his career to protecting21 communities across this Commonwealth; and22 WHEREAS, Corporal O'Connor is survived by his wife, Casey;23 their daughter, Kenzie; his mother, Maureen; his father, Tim,24 Sr.; his brother, Christopher O'Connor, and sister-in-law,25 Brittany O'Connor; nephews Christopher O'Connor, Jr., and Riley26 O'Connor; his sister, Morgan Cosgrove, and brother-in-law,27 Steven Cosgrove; and his Nana Reggie Dawson; and28 WHEREAS, His family's loss is shared by the entire29 Pennsylvania State Police community and communities across30 Chester County and this Commonwealth; therefore be it20260HR0561PN3562 - 3 -1 RESOLVED, That the House of Representatives honor the life2 and extend deepest condolences to the family of Pennsylvania3 State Police Corporal Timothy J.
