1.1A bill for an act
1.2relating to state government; proposing an amendment to the Minnesota
1.3Constitution, article I, by adding a section; recognizing that a preborn child has
1.4the right to life.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6Section 1. CONSTITUTIONAL AMENDMENT PROPOSED.
1.7An amendment to the Minnesota Constitution is proposed to the people. If the amendment
1.8is adopted, a section shall be added to article I, to read:
1.9Sec. 18. A preborn child has the right to life. This section does not prohibit the provision
1.10of medical treatment necessary to save the life or preserve the health of a pregnant individual
1.11or the removal of a nonviable or deceased preborn child, including in cases of miscarriage
1.12or ectopic pregnancy.
1.13For purposes of this section, "preborn child" means a living human fetus or living human
1.14being at any stage of development from the moment of fertilization until live birth.
1.15Sec. 2. SUBMISSION TO VOTERS.
1.16(a) The proposed amendment must be submitted to the people at the 2026 general election.
1.17If ratified, the amendment is effective January 1, 2027. The question submitted must be:
1.18"Shall the Minnesota Constitution be amended to recognize that a preborn child has the
1.19right to life?
1.20Yes ...................
1.21No .................... "

2.1     (b) The title required under Minnesota Statutes, section 204D.15, subdivision 1, for the
2.2 question submitted to the people under paragraph (a) shall be: "Preborn Child Right to Life
2.3 Amendment."
      Sec. 2.  2
