2 AN ACT ENACTING THE DIVINE NINE SPECIAL REGISTRATION PLATE ACT BY
3     ESTABLISHING A SIGMA GAMMA RHO SORORITY SPECIAL REGISTRATION
4     PLATE AND ADJUSTING THE FEES AND DISTRIBUTION OF FEES FOR VARIOUS
5     OTHER SPECIAL REGISTRATION PLATES RELATED TO DIVINE NINE
6     FRATERNITIES AND SORORITIES.
7 The General Assembly of North Carolina enacts:
8SECTION 1. This act shall be known as the "Divine Nine Special Registration Plate
9 Act."
10SECTION 2. G.S. 20-79.4(b) reads as rewritten:
11     "(b) Types. – The Division shall issue the following types of special registration plates:

13()      Sigma Gamma Rho Sorority. – Issuable to a registered owner of a motor
14vehicle. The plate shall bear the sorority's symbol and name and the phrase
15"Greater Service, Greater Progress."

20     (a1) Fees. – All other special registration plates are subject to the regular motor vehicle

8     (b)     Distribution of Fees. – The Special Registration Plate Account and the Collegiate and
9 Cultural Attraction Plate Account are established within the Highway Fund. The Division must
10 credit the additional fee imposed for the special registration plates listed in subsection (a1) of this
11 section among the Special Registration Plate Account (SRPA), the Collegiate and Cultural
12 Attraction Plate Account (CCAPA), the North Carolina Land and Water Fund (NCLWF) which
13 is established under G.S. 143B-135.234, and the Parks and Recreation Trust Fund, which is
14 established under G.S. 143B-135.56, as follows:

42SECTION 4. G.S. 20-81.12 is amended by adding the following new subsections to
43 read:
44     "()     Alpha Kappa Alpha Sorority. – The Division shall transfer quarterly the money in the
45 Collegiate and Cultural Attraction Plate Account derived from the sale of the Alpha Kappa Alpha
46 Sorority plates to the Alpha Kappa Alpha Educational Advancement Foundation, Inc.
47     ()      Delta Sigma Theta Sorority. – The Division shall transfer quarterly the money in the
48 Collegiate and Cultural Attraction Plate Account derived from the sale of the Delta Sigma Theta
49 Sorority plates to the Delta Research and Educational Foundation.

1      ()      Kappa Alpha Psi Fraternity. – The Division shall transfer quarterly the money in the
2 Collegiate and Cultural Attraction Plate Account derived from the sale of the Kappa Alpha Psi
3 Fraternity plates to the Kappa Alpha Psi Foundation.
4      ()      Phi Beta Sigma Fraternity. – The Division shall transfer quarterly the money in the
5 Collegiate and Cultural Attraction Plate Account derived from the sale of the Phi Beta Sigma
6 Fraternity plates to The Sigmas of North Carolina, Inc.
7      ()      Sigma Gamma Rho Sorority. – The Division shall transfer quarterly the money in the
8 Collegiate and Cultural Attraction Plate Account derived from the sale of the Sigma Gamma Rho
9 Sorority plates to the Sigma Gamma Rho Sorority National Education Fund, Inc."
10SECTION 5. The Revisor of Statutes is authorized to alphabetize, number, and
11 renumber the special registration plates listed in G.S. 20-79.4(b) and G.S. 20-81.12 to ensure that
12 all of the special registration plates are listed in alphabetical order and numbered accordingly.
13SECTION 6. This act is effective when it becomes law.
