4 HR____ COMMENDING COMMISSIONER CHARLES F. GRUBER ON 50 YEARS
5 OF SERVICE TO BALDWIN COUNTY.

7WHEREAS, Commissioner Charles F. "Skip" Gruber is a
8 third-generation member of the Baldwin County community,
9 born in the unincorporated Battles Wharf community in 1950
10 and currently residing in the Town of Elberta; and
11WHEREAS, Commissioner Gruber served with distinction
12 as the former Mayor of Elberta from 1994 to 2006, and served
13 as a former member of the Town Council of Elberta from 1979
14 to 1994; he is a graduate of Foley High School, Class of
15 1968, and served 25 years in the United States Army Reserve
16 and National Guard; and
17WHEREAS, a stalwart advocate for Baldwin County,
18 Commissioner Gruber is a former 30-year employee of the
19 Baldwin County Commission; he served as a supervisor for
20 North, Central, and South Baldwin County Highway Department
21 facilities as well as a Project Coordinator for the Baldwin
22 County Highway Department providing oversight to a myriad of
23 projects; further, he served as a Project Coordinator during
24 the time when Baldwin County established its first Subtitle
25 D Landfill; and
26WHEREAS, Commissioner Gruber was conferred Advanced
27 Certification in Municipal Government and remains a past
28 board member of the South Baldwin Chamber of Commerce,

29 Baldwin County Economic Development Alliance, and the
30 Planning Commission of the Town of Elberta; and
31WHEREAS, Commissioner Gruber was also appointed in
32 December 2012, to serve a full term, ending on December 31,
33 2015, as a member of the Association of County Commissioners
34 of the Alabama Workers' Compensation Self-Insurers' Fund
35 Board of Trustees; he is a member of the Florida-Alabama
36 Transportation Planning Organization and a member of the
37 Perdido Bay Optimist Club; and
38WHEREAS, Commissioner Gruber is a committed member
39 and Usher at St. Bartholomew Catholic Church in Elberta; he
40 and his wife, Yvonne, have two children, Ashleigh and
41 Michael; son-in-law, Branton Bailey; daughter-in-law,
42 Heather; five grandchildren, Tucker, Benjamin, Caroline,
43 Campbell, and Hudson; and one great-grandson, Ryker; and
44WHEREAS, Commissioner Gruber is currently serving his
45 fifth term on the Baldwin County Commission, which began in
46 2006; now therefore,
47BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE
48 LEGISLATURE OF ALABAMA, That Commissioner Charles F. Gruber
49 is commended for his 50 years of service to the Baldwin
50 County community, and we dedicate this resolution to him
51 with utmost appreciation and respect, along with best wishes
52 for continued success in all future endeavors.
