WILLIAMS AND CIRESI, MARCH 25, 2026REFERRED TO COMMITTEE ON TRANSPORTATION, MARCH 26, 2026A RESOLUTION1 Urging the Congress of the United States to enact legislation2 for the payment of Transportation Security Officers during a3 government shutdown.4 WHEREAS, Transportation Security Officers (TSOs) are5 employees of the Transportation Security Administration and are6 responsible for screening passengers, baggage and cargo at7 airports across the nation; and8 WHEREAS, Operating as the front line of security at more than9 400 airports, TSOs ensure safety by detecting prohibited items10 and verifying the identification of passengers; and11 WHEREAS, As of March 2026, TSOs are working without pay due12 to a partial government shutdown, and many are calling off sick13 or taking leave; and14 WHEREAS, Because of this situation, there are long lines for15 security screenings at airports and waits of up to three hours16 and longer are common; and17 WHEREAS, The Congress of the United States needs to enact18 legislation that provides funding for TSOs during the current1 government shutdown and provide a means by which this situation2 does not recur in the future; therefore be it3 RESOLVED, That the House of Representatives of the4 Commonwealth of Pennsylvania urge the Congress of the United5 States to enact legislation for the payment of Transportation6 Security Officers during a government shutdown.20260HR0459PN3095 - 2 -
