                                AN ACT
1 Making appropriations from the restricted revenue accounts
2    within the State Gaming Fund and from the restricted revenue
3    accounts within the Fantasy Contest Fund and Video Gaming
4    Fund to the Attorney General, the Department of Revenue, the
5    Pennsylvania State Police and the Pennsylvania Gaming Control
6    Board for the fiscal year beginning July 1, 2026, to June 30,
7    2027, and for the payment of bills incurred and remaining
8    unpaid at the close of the fiscal year ending June 30, 2026.
9    The General Assembly of the Commonwealth of Pennsylvania
10 hereby enacts as follows:
11PART I
12PRELIMINARY PROVISIONS
13 Section 101.   Short title.
14    This act shall be known and may be cited as the Gaming
15 Control Appropriation Act of 2026.

17STATE GAMING FUND
18RESTRICTED REVENUE ACCOUNTS
19 Section 301.   State Gaming Fund.
20    The following amounts set forth in this part, or as much
1 thereof as may be necessary, are hereby appropriated from the
2 State Gaming Fund restricted revenue accounts under 4 Pa.C.S. §
3 1401 (relating to slot machine licensee deposits) to the
4 agencies of the Executive Department named in this part for the
5 purposes set forth for the fiscal year beginning July 1, 2026,
6 and for the payment of bills incurred and remaining unpaid at
7 the close of the fiscal year ending June 30, 2026.
8 Section 302.   Attorney General.
9    The following amounts are appropriated to the
10 Attorney General:
11    For salaries, wages and all necessary expenses
12 of the Attorney General related to 4 Pa.C.S. Pt.
13 II (relating to gaming).
14    State appropriation.............  1,776,000
15 Section 303.   Department of Revenue.
16    The following amounts are appropriated to the
17 Department of Revenue:
18    For salaries, wages and all necessary expenses
19 of the Department of Revenue related to 4 Pa.C.S.
20 Pt. II (relating to gaming).
21    State appropriation.............  8,434,000
22 Section 304.   Pennsylvania State Police.
23    The following amounts are appropriated to the
24 Pennsylvania State Police:
25    For salaries, wages and all necessary expenses
26 of the Pennsylvania State Police related to 4
27 Pa.C.S. Pt. II (relating to gaming).
28    State appropriation.............  44,442,000
29 Section 305.   Pennsylvania Gaming Control Board.
30    The following amounts are appropriated to the

1 Pennsylvania Gaming Control Board:
2    For salaries, wages and all necessary expenses
3 for the proper operation and administration of the
4 Pennsylvania Gaming Control Board. This
5 appropriation includes $8,250,000 from the
6 restricted revenue account established in the
7 State Gaming Fund for fees and other revenues
8 collected by the board.
9    State appropriation.............  63,557,000

11FANTASY CONTEST FUND
12RESTRICTED REVENUE ACCOUNTS
13 Section 501.   Fantasy Contest Fund.
14    The following amounts set forth in this part, or as much
15 thereof as may be necessary, are hereby appropriated from the
16 Fantasy Contest Fund restricted revenue accounts under 4 Pa.C.S.
17 § 332 (relating to licensed operator deposits) to the agencies
18 of the Executive Department named in this part for the purposes
19 set forth for the fiscal year beginning July 1, 2026, and for
20 payment of bills incurred and remaining unpaid at the close of
21 the fiscal year ending June 30, 2026.
22 Section 502.   Pennsylvania Gaming Control Board.
23    The following amounts are appropriated to the
24 Pennsylvania Gaming Control Board:
25    For salaries, wages and all necessary expenses
26 of the Pennsylvania Gaming Control Board related
27 to 4 Pa.C.S. Pt. I (relating to amusements
28 generally).
29    State appropriation.............  280,000
30 Section 503.   Department of Revenue.

1    The following amounts are appropriated to the
2 Department of Revenue:
3    For salaries, wages and all necessary expenses
4 of the Department of Revenue related to 4 Pa.C.S.
5 Pt. I (relating to amusements generally).
6    State appropriation.............  150,000

8VIDEO GAMING FUND
9RESTRICTED REVENUE ACCOUNTS
10 Section 701.   Video Gaming Fund.
11    The following amounts set forth in this part, or as much
12 thereof as may be necessary, are hereby appropriated from the
13 Video Gaming Fund restricted revenue accounts under 4 Pa.C.S. §
14 4104 (relating to regulatory assessments) to the agencies of the
15 Executive Department named in this part for the purposes set
16 forth for the fiscal year beginning July 1, 2026, and for
17 payment of bills incurred and remaining unpaid at the close of
18 the fiscal year ending June 30, 2026.
19 Section 702.   Pennsylvania Gaming Control Board.
20    The following amounts are appropriated to the
21 Pennsylvania Gaming Control Board:
22    For salaries, wages and all necessary expenses
23 of the Pennsylvania Gaming Control Board related
24 to 4 Pa.C.S. Pt. II (relating to gaming).
25    State appropriation.............  475,000
26    For skill games administration.  <--
27    State appropriation.............  18,000,000
28 Section 703.   Department of Revenue.
29    The following amounts are appropriated to the
30 Department of Revenue:

7PART IX
8MISCELLANEOUS PROVISIONS
9 Section 901.   Transfers prohibited.
10    There is no authority for the State Treasurer, the Secretary
11 of the Budget, the Secretary of Revenue or the Pennsylvania
12 Gaming Control Board to transfer any money within or between the
13 appropriations in Parts III, V and VII.
14 Section 902.   Effective date.
15    This act shall take effect July 1, 2026, or immediately,
16 whichever is later.
