R. 7914 IN THE HOUSE OF REPRESENTATIVES March 12, 2026 Mrs. McClain Delaney (for herself and Mr. Vindman ) introduced the following bill; which was referred to the Committee on Agriculture A BILLTo amend the Food Security Act of 1985 with respect to the experienced services program, and for other purposes.1.Short titleThis Act may be cited as the Agricultural Conservation Mentorship Act .2.Experienced services programSection 1252 of the Food Security Act of 1985 ( 16 U.S.C. 3851(a)(2) ) is amended—(1)in subsection (a)(2)—(A)in subparagraph (D), by striking ; and and inserting a semicolon;(B)in subparagraph (E), by striking (as defined in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3103 )). and inserting ; and ; and(C)by adding at the end the following:(F)assisting cooperative initiatives under section 1417(b)(3) of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3152(b)(3) ) to improve higher education teaching programs, including paid work-based learning, at institutions of higher education.; and(2)by adding at the end the following:(e)DefinitionsIn this section:(1)Institution of higher educationThe term institution of higher education has the meaning given that term in section 101 of the Higher Education Act of 1965 ( 20 U.S.C. 1001 ).(2)Land-grant colleges and universitiesThe term land-grant colleges and universities has the meaning given that term in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3103 ).(3)Work-based learningThe term work-based learning has the meaning given that term in section 3 of the Carl D. Perkins Career and Technical Education Act of 2006 ( 20 U.S.C. 2302 )..
