SENATE CONCURRENT RESOLUTION 10

[Originating in the Committee on Natural Resources; reported March 11, 2026]
Requesting the Joint Committee on Government and Finance to study the economic feasibility of requiring hunters to purchase an upland game bird stamp along with the purchase of a standard hunting license prior to hunting upland game birds in wildlife management areas in the state.
Whereas, Upland Game Birds include ruffed grouse, bobwhite quail, and ring-necked pheasant; and
Whereas, A recent survey indicated nearly 7,300 hunters purchased a standard hunting license in West Virginia; and
Whereas, Hunting upland game birds is a popular sport among hunters in the state as indicated in the survey; and
Whereas, A recent pilot study indicated that if the state charged $10.00 for an upland game bird stamp it could raise approximately $37,000 assuming half of the hunters will purchase a stamp; and
Whereas, The additional revenue generated from an upland game bird stamp could be used to stock additional game birds throughout the state; and
Whereas, Increasing the game bird population in the state would likely grow the popularity of game bird hunting in state along with additional revenue generated therefrom; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to study the economic feasibility of requiring hunters to purchase an upland game bird stamp along with the purchase of a standard hunting license prior to hunting upland game birds in wildlife management areas in the state; and, be it
Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 2027, on its findings, conclusions, and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report, and to draft legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
