HOUSE Concurrent RESOLUTION 24

Requesting the Joint Committee on Government and Finance to conduct a feasibility study investigating the consolidation of the 55 county-based school districts into fewer regional districts.
Whereas, total state student enrollment has declined while overall educational spending has increased;
Whereas, it has been suggested that the consolidation of county-based school districts into regional school districts may potentially decrease administrative costs and redundancies;
Whereas, some counties serve significantly less students than other counties, and some counties have much lower population density than others, and upon being consolidated would redistribute workload and student population to each regional board office;
Whereas, consolidation may facilitate adequate oversight of district administration and thus may decrease the potential for maladministration;
Whereas, consolidation may help smaller counties better provide and share adequate programs, services, and specialized staff to its students by pooling resources;
Whereas, technological advances have made it easier to communicate and work remotely with a distant central office; therefore, be it
Resolved by the House of Delegates:
That the Joint Committee on Government and Finance is hereby requested to conduct a study in collaboration with the Department of Education on the viability of the consolidation of county-based school districts into fewer regional school districts; and, be it
Further Resolved,
That the study shall include, but not be limited to, the following regarding the presently existing 55 county-based school districts:
the makeup of each;
the budget;
any levies, excess levies, bonds, or other encumbrances;
the number of central office administrators with titles, salaries, tasks, and assignments of each;
the number of principals and other school administrators employed;
the number of professional educators employed;
the number of service personnel employed;
the number of other professional employees employed;
the estimated cost to operate the central office;
the total estimated number of students served;
the name of each school with the total number of students and proficiency levels in Math and ELA;
transportation costs and the number of students served;
real transportation times and distances for each school; and
the location of the main office and distance to the most remote school; and, be it
Further Resolved,
That the study shall consider the following on the viability of the consolidation of the 55 county-based school districts into fewer regional based school districts:
the number of consolidated districts and the makeup of counties in each district;
the potential impacts on student achievement;
the potential impacts on communities;
the number of central office administrators with titles, salaries, tasks, and assignments of each to be employed at each consolidated school district office;
the number of principals and other school administrators to be employed in each consolidated school district;
the number of professional educators to be employed in each consolidated school district;
the number of service personnel to be employed in each consolidated school district;
the number of other professional employees to be employed in each consolidated school district;
the estimated cost to operate each consolidated school district office;
the total estimated number of students to be served by each consolidated school district;
the name of each school to be served by each consolidated school district;
transportation costs and the number of students served;
real transportation times and distances for each school;
the location of each consolidated school district main office and distances to each school;
a proposal for how future cost savings realized by consolidation, if any, shall be reinvested into each consolidated school district;
the impacts on the school aid formula, local/state funding structure, and any needed changes; and, be it
Further Resolved,
That the study shall include proposals for possible statutory changes and methods and shall be presented to the regular session of the Legislature, 2027, on its findings, conclusions, and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved,
That the expenses necessary to conduct this study, prepare a report, and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
