Statement of purpose of bill as introduced: This bill proposes to create the
Vermont Citizens’ Assembly. This body of 150 Vermont residents would
make legislative recommendations to the Vermont General Assembly. These
recommendations would address issues of significant public concern facing the
State. Participation would be voluntary, determined by a sortition process to
select a representative group of Vermont residents. Members would be paid a
daily wage equal to the wage of the median Vermonter and reimbursed for
lodging, food, child care, and travel costs. The Assembly would have a one-
year term and meet from mid-June to mid-November for two weekends per
month during this period. The Assembly would be a fully independent body

that selected one issue each year for its work, with each iteration of the
Assembly deciding the next Assembly’s issue for that subsequent term. The
Assembly would have its own permanent staff and website and be funded by
appropriations from the State General Fund.
