WARD, FEBRUARY 24, 2026REFERRED TO TRANSPORTATION, FEBRUARY 24, 2026AN ACT1 Amending the act of June 22, 1931 (P.L.594, No.203), entitled2 "An act establishing certain township roads as State3 highways; authorizing their construction, maintenance, and4 improvement under certain conditions and restrictions;5 limiting the obligation of the Commonwealth in the6 construction of certain structures located on such highways;7 conferring certain powers upon the Department of Highways and8 local authorities, persons, associations and corporations for9 sharing the cost of the maintenance and construction of such10 highways; and making an appropriation to carry out the11 provisions of said act," adding a route in Dauphin County and12 in York County.13 The General Assembly of the Commonwealth of Pennsylvania14 hereby enacts as follows:15 Section 1. Section 23 of the act of June 22, 1931 (P.L.594,16 No.203), referred to as the Township State Highway Law, is17 amended by adding a route to read:18 Section 23. The township roads to be taken over, under the19 provisions of this act, in the COUNTY OF DAUPHIN, are those20 situate and described as follows:21 * * *22 Bow Creek Road Route T-612. The section of Bow Creek Road23 beginning at the intersection with Jonestown Road (T-601),1 heading in a northerly direction to a point at the intersection2 of SR 443 (formerly Legislative Route 22024) a distance of3 10,085 feet or 1.91 miles.4 Section 2. Section 67 of the act is amended by adding a5 route to read:6 Section 67. The township roads to be taken over, under the7 provisions of this act, in the COUNTY OF YORK, are those situate8 and described as follows:9 * * *10 Susquehanna Trail T-956 (formerly Legislative Route 333).11 Upon completion of certain proposed improvements and completion12 of the Canal Road State Route 921 betterment project, that13 section of the Susquehanna Trail beginning at municipal line14 with Manchester Township, York County, station 1038+52 heading15 in a northerly direction to start of State Route 297, at station16 1146+76, a distance of 10,824 feet or 2.05 miles.17 Section 3. The following apply:18(1) If South Hanover Township, Dauphin County, accepts19 the turn-back of Canal Road (State Route 2022, formerly20 Legislative Route 22051) from a beginning point at Sand Beach21 Road (SR 2015), Segment 0010 Offset 0000 (station 0+00)22 heading in an easterly direction to municipal line with East23 Hanover Township, Segment 0010 Offset 2378 (station 23+78)24 for a distance of 2,378 feet or 0.450 miles, having an25 existing right-of-way width of 40 feet, the Department of26 Transportation of the Commonwealth shall transmit notice of27 the acceptance to the Legislative Reference Bureau for28 publication in the next available issue of the Pennsylvania29 Bulletin.30(2) If East Hanover Township, Dauphin County, accepts20260SB1181PN1456 - 2 -1 the turn-back of Canal Road (State Route 2022, formerly2 Legislative Route 22051) from a beginning point at the3 municipal line with South Hanover Township, Segment 00104 Offset 2378 (station 23+78) heading in an easterly direction5 to SR 0743 (formerly Legislative Route 22014), Segment 00406 Offset 2665 (station 111+49) for a distance of 8,771 feet or7 1.661 miles, having an existing right-of-way width of 408 feet, the Department of Transportation of the Commonwealth9 shall transmit notice of the acceptance to the Legislative10 Reference Bureau for publication in the next available issue11 of the Pennsylvania Bulletin.12 Section 4. The Department of Transportation of the13 Commonwealth shall maintain ownership of the structure on Canal14 Road over Bow Creek (BMS 22202200300964/ BRKEY 14499).15 Section 5. If Conewago Township, York County, accepts the16 turn-back of Bowers Bridge Road (State Route 1013, formerly17 Legislative Route 66200) from a beginning point at Conewago18 Creek Road (State Route 1004), Segment 0010 Offset 0000 (station19 0+00) heading in an easterly direction to intersection with Cly20 Road (State Route 1913), Segment 0030 Offset 3112 (station21 91+13) for a distance of 9,113 feet or 1.726 miles, having an22 existing right-of-way width of 40 feet, and upon the completion23 of proposed improvements on State Route 921, the Department of24 Transportation of the Commonwealth shall transmit notice of the25 acceptance and completion of proposed improvements to the26 Legislative Reference Bureau for publication in the next27 available issue of the Pennsylvania Bulletin.28 Section 6. This act shall take effect as follows:29(1) This section shall take effect immediately.30(2) Sections 3, 4 and 5 of this act shall take effect20260SB1181PN1456 - 3 -1 immediately.2(3) The amendment of section 23 of the act shall take3 effect upon publication of the notices in the Pennsylvania4 Bulletin under section 3 of this act.5(4) The amendment of section 67 of the act shall take6 effect upon publication of the notice in the Pennsylvania7 Bulletin under section 5 of this act.20260SB1181PN1456 - 4 -
