6 Subject: Negligent operation of motor vehicles; citation by law enforcement
7officer; accident resulting in death of a vulnerable user
8 Statement of purpose of bill as introduced: This bill proposes to require a law
9 enforcement officer to issue a citation for negligent operation of a motor
10 vehicle if (1) the operator is involved in an accident that is not witnessed by the
11 officer and that results in the death of a vulnerable user, such as a pedestrian or
12 a bicyclist; or (2) the operator is involved in an accident that is witnessed by
13 the officer and that results in the death of a vulnerable user, unless the operator
14 could not reasonably have avoided the accident.
15    An act relating to citation of operators for motor vehicle accidents resulting
16    in death of a vulnerable user
17 It is hereby enacted by the General Assembly of the State of Vermont:
