11 REQUESTING THAT THE INDIAN AFFAIRS DEPARTMENT QUICKLY BUILD
12 CAPACITY TO PROVIDE TECHNICAL ASSISTANCE TO THE STATE'S INDIAN
13 NATIONS, TRIBES AND PUEBLOS TO PROMOTE EFFECTIVE AND TIMELY USE
14 OF FUNDS FOR CAPITAL OUTLAY PROJECTS IN LIGHT OF THE
15 LEGISLATURE'S CONSIDERATION OF CHANGES TO THE CAPITAL OUTLAY
16 PROCESS.

18 WHEREAS, the legislature is considering changes to the
19 capital outlay process; and
20 WHEREAS, as part of its mission, the Indian affairs
21 department is tasked with providing technical assistance to
22 Indian nations, tribes and pueblos in their efforts to gain
23 resources and funding; and
24 WHEREAS, one of the department's primary responsibilities
25 is to oversee capital outlay project appropriations from the

2 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
3 REPRESENTATIVES OF THE STATE OF NEW MEXICO that the Indian
4 affairs department be encouraged to quickly build capacity for
5 increased technical assistance in order to provide more
6 efficient and effective support for Indian nation, tribe and
7 pueblo capital outlay projects; and
8 BE IT FURTHER RESOLVED that copies of this memorial be
9 transmitted to the governor and the secretary of Indian
10 affairs.
