 Elimination of license plate replacement cycle.

                                         A BILL
                                          for
1 AN     ACT   relating        to     motor      vehicles;     eliminating       the
2 requirement      that        license      plates    be     reissued    after    a
3 specified time; requiring replacement of license plates as
4 specified;    adding  a   fee    for    replacement   license    plates;
5 providing    definitions;  making     conforming    amendments;       and
6 providing for an effective date.

8 Be It Enacted by the Legislature of the State of Wyoming:
9
10Section  1.       W.S.  31-2-213(b),        31-2-219(d),
11 31-2-229(d),      31-2-231(d),  31-2-234(d),       31-2-235(c)       and
12 31-3-102(a) by creating a new paragraph (xxiv) are amended
13 to read:

131-2-213.       Department  to  supply        registration
2 certificates,        plates     and   stickers;  removable    windshield
3 placards.

5(b)    The department may issue license plates, except
6 permanent, dealer and antique motor vehicle license plates,
7 which shall be valid, for not more than eight (8) years if
8 annual validation stickers are attached in the upper left
9 corner of the license plate with the month and year of
10 expiration clearly visible and until any number or letter
11 on either license plate is no longer readable or visible.
12 If a license plate, except a permanent, dealer and antique
13 motor   vehicle       license    plate,      is     no    longer     readable   or
14 visible as provided in this subsection, the owner of the
15 vehicle      shall    obtain    two   (2)    replacement        license      plates
16 upon payment of the fee under W.S. 31-3-102(a)(xxiv) from
17 any county treasurer or the department if the vehicle was
18 registered      and    the     license      plates       were   issued    by    the
19 department. Replacement  license plates issued under this
20 subsection shall bear the same identification number as the
21 initial      license    plates     and      shall    replace       both   license
22 plates.      Replacement       license       plates       issued     under     this
23 subsection      shall    not     be   considered  new   license      plates

1 issued    upon  loss,    mutilation  or    destruction       under      W.S.
2 31-2-212.  For    purposes        of       this       subsection,       "no    longer
3 readable or visible" means that one (1) or more numbers or
4 letters on a license plate are permanently worn, faded,
5 corroded or damaged so the numbers or letters on a license
6 plate cannot clearly be identified under ordinary daylight
7 conditions  and    shall        not       include  temporary    obscuration
8 caused       by    snow,       mud,     ice       or        any    other     environmental
9 conditions. Department authorized license plates and annual
10 stickers  shall  be      of        colors  that      are     readily
11 distinguishable from the previous year.

1331-2-219.  University of Wyoming license plates.

15(d)    The department shall prescribe the design of the
16 special      license       plate       authorized  by    this    section,       which
17 shall include an image of the bucking horse and rider as
18 described  in     W.S.        8-3-117,  in    consultation  with     the
19 University        of     Wyoming,       the       University  of    Wyoming    Alumni
20 Association  and    the        secretary  of    state's     office,       and
21 arrange      for       production       of       the    license       plates.      Following
22 initial      approval,  University  of       Wyoming       plates    shall    be
23 subject to redesign on the same schedule as all license

1 plates beginning with the year 2017 reissuance. The license
2 plates    shall     be    issued       by       the county treasurer  of each
3 county.

531-2-229.      Special plates; gold star.

7(d)     The department shall prescribe the design of the
8 gold    star      license      plate    authorized  by    this   section      in
9 consultation        with       the    Wyoming       veteran's      commission      and
10 shall     arrange        for    production  of     the    license      plates.
11 Following initial approval, the gold star license plates
12 shall be subject to redesign on the same schedule as all
13 license plates beginning with the year 2017 reissuance. The
14 license plates shall be issued by the county treasurer of
15 each county.

1731-2-231.      Wildlife  conservation  license       plates;
18 wildlife     conservation  account;      authority      to    receive    and
19 expend monies.

21(d)     The department shall prescribe the design of the
22 wildlife     conservation  license      plates    authorized       by   this
23 section      in     consultation  with     the     public      and      other

1 interested parties, which shall include an image of the
2 bucking horse and rider described in W.S. 8-3-117.  License
3 plates authorized by this section need not include Arabic
4 numerals      designating        the     county.       The     department    shall
5 arrange      for   production      of       the    license    plates.    Following
6 initial      approval,        wildlife       conservation       license     plates
7 shall be subject to redesign on the same schedule as all
8 license plates beginning with the year 2025 reissuance.

1031-2-234.        Search and rescue license plates.

12(d)    The department shall prescribe the design of the
13 search and rescue license plates authorized by this section
14 in     consultation       with    the       public     and     other    interested
15 parties, which shall include an image of the bucking horse
16 and     rider      described      in    W.S.        8-3-117.    License     plates
17 authorized by this section need not include Arabic numerals
18 designating the county. The department shall arrange for
19 production  of   the      license  plates.    Following      initial
20 approval, search and rescue license plates shall be subject
21 to    redesign     on   the same schedule as all  license plates
22 beginning with the year 2033 reissuance.

131-2-235.      Rodeo license plates.

3(c)   The department shall prescribe the design of the
4 rodeo license plates authorized by this section. The rodeo
5 license plates shall be  the   same    size    as regular motor
6 vehicle license plates and need not include arabic numerals
7 for the county. The department shall include the following
8 language on the license plate: "Rodeo — The official sport
9 of Wyoming." The department shall arrange for production of
10 the    license     plates.     Following     initial       approval,       rodeo
11 license plates shall be subject to redesign on the same
12 schedule     as    all   license    plates   beginning      with     the    2033
13 reissuance.

1531-3-102.      Miscellaneous fees.

17(a)   The    following      fees   shall   be     collected    for   the
18 instruments or privileges indicated:
