SF0112Elimination of license plate replacement cycle.Sponsored by: Senator(s) Kolb, Boner, Crum, Driskill andOlsen and Representative(s) NeimanA BILLfor1 AN ACT relating to motor vehicles; eliminating the2 requirement that license plates be reissued after a3 specified time; requiring replacement of license plates as4 specified; adding a fee for replacement license plates;5 providing definitions; making conforming amendments; and6 providing for an effective date.78 Be It Enacted by the Legislature of the State of Wyoming:910Section 1. W.S. 31-2-213(b), 31-2-219(d),11 31-2-229(d), 31-2-231(d), 31-2-234(d), 31-2-235(c) and12 31-3-102(a) by creating a new paragraph (xxiv) are amended13 to read:141 SF01122026 STATE OF WYOMING 26LSO-0487131-2-213. Department to supply registration2 certificates, plates and stickers; removable windshield3 placards.45(b) The department may issue license plates, except6 permanent, dealer and antique motor vehicle license plates,7 which shall be valid, for not more than eight (8) years if8 annual validation stickers are attached in the upper left9 corner of the license plate with the month and year of10 expiration clearly visible and until any number or letter11 on either license plate is no longer readable or visible.12 If a license plate, except a permanent, dealer and antique13 motor vehicle license plate, is no longer readable or14 visible as provided in this subsection, the owner of the15 vehicle shall obtain two (2) replacement license plates16 upon payment of the fee under W.S. 31-3-102(a)(xxiv) from17 any county treasurer or the department if the vehicle was18 registered and the license plates were issued by the19 department. Replacement license plates issued under this20 subsection shall bear the same identification number as the21 initial license plates and shall replace both license22 plates. Replacement license plates issued under this23 subsection shall not be considered new license plates2 SF01122026 STATE OF WYOMING 26LSO-04871 issued upon loss, mutilation or destruction under W.S.2 31-2-212. For purposes of this subsection, "no longer3 readable or visible" means that one (1) or more numbers or4 letters on a license plate are permanently worn, faded,5 corroded or damaged so the numbers or letters on a license6 plate cannot clearly be identified under ordinary daylight7 conditions and shall not include temporary obscuration8 caused by snow, mud, ice or any other environmental9 conditions. Department authorized license plates and annual10 stickers shall be of colors that are readily11 distinguishable from the previous year.121331-2-219. University of Wyoming license plates.1415(d) The department shall prescribe the design of the16 special license plate authorized by this section, which17 shall include an image of the bucking horse and rider as18 described in W.S. 8-3-117, in consultation with the19 University of Wyoming, the University of Wyoming Alumni20 Association and the secretary of state's office, and21 arrange for production of the license plates. Following22 initial approval, University of Wyoming plates shall be23 subject to redesign on the same schedule as all license3 SF01122026 STATE OF WYOMING 26LSO-04871 plates beginning with the year 2017 reissuance. The license2 plates shall be issued by the county treasurer of each3 county.4531-2-229. Special plates; gold star.67(d) The department shall prescribe the design of the8 gold star license plate authorized by this section in9 consultation with the Wyoming veteran's commission and10 shall arrange for production of the license plates.11 Following initial approval, the gold star license plates12 shall be subject to redesign on the same schedule as all13 license plates beginning with the year 2017 reissuance. The14 license plates shall be issued by the county treasurer of15 each county.161731-2-231. Wildlife conservation license plates;18 wildlife conservation account; authority to receive and19 expend monies.2021(d) The department shall prescribe the design of the22 wildlife conservation license plates authorized by this23 section in consultation with the public and other4 SF01122026 STATE OF WYOMING 26LSO-04871 interested parties, which shall include an image of the2 bucking horse and rider described in W.S. 8-3-117. License3 plates authorized by this section need not include Arabic4 numerals designating the county. The department shall5 arrange for production of the license plates. Following6 initial approval, wildlife conservation license plates7 shall be subject to redesign on the same schedule as all8 license plates beginning with the year 2025 reissuance.91031-2-234. Search and rescue license plates.1112(d) The department shall prescribe the design of the13 search and rescue license plates authorized by this section14 in consultation with the public and other interested15 parties, which shall include an image of the bucking horse16 and rider described in W.S. 8-3-117. License plates17 authorized by this section need not include Arabic numerals18 designating the county. The department shall arrange for19 production of the license plates. Following initial20 approval, search and rescue license plates shall be subject21 to redesign on the same schedule as all license plates22 beginning with the year 2033 reissuance.235 SF01122026 STATE OF WYOMING 26LSO-0487131-2-235. Rodeo license plates.23(c) The department shall prescribe the design of the4 rodeo license plates authorized by this section. The rodeo5 license plates shall be the same size as regular motor6 vehicle license plates and need not include arabic numerals7 for the county. The department shall include the following8 language on the license plate: "Rodeo — The official sport9 of Wyoming." The department shall arrange for production of10 the license plates. Following initial approval, rodeo11 license plates shall be subject to redesign on the same12 schedule as all license plates beginning with the 203313 reissuance.141531-3-102.
