1A CONCURRENT RESOLUTION establishing the Economic Development
2 Incentive Modernization Task Force.
3WHEREAS, Kentucky's general approach to economic development has been in
4 place for more than 30 years; and
5WHEREAS, there is a growing perception in the marketplace that Kentucky's
6 economic development incentives are increasingly less competitive, while competitor
7 states are offering more lucrative and successful incentive packages; and
8WHEREAS, Indiana, Ohio, and numerous other states have undertaken marketing
9 campaigns to support economic development initiatives and have also updated their
10 targeted sectors to better focus on those that are the pillars of a modern economy; and
11WHEREAS, the General Assembly believes it is time to undertake a thorough
12 assessment of Kentucky's current economic development initiatives, incentives, and
13 related policies, including targeted sectors and marketing efforts, and develop
14 recommendations to best support the growth and sustainability of Kentucky's future
15 economy;
16NOW, THEREFORE,
17 Be it resolved by the House of Representatives of the General Assembly of the
18 Commonwealth of Kentucky, the Senate concurring therein:
19Section 1. The Legislative Research Commission shall establish the Economic
20 Development Incentive Modernization Task Force, which shall study and make
21 recommendations regarding:
22(1)     Kentucky's current economic development initiatives, incentives, and related
23 polices and their effectiveness in relation to competitor states;
24(2)     Marketing campaigns and targeted sector updates that competitor states have
25 implemented in recent years and their effectiveness; and
26(3)     Actions and policies that the state should consider in order to improve
27 Kentucky's economic development initiatives and incentives.

1Section 2.       The task force shall be composed of the following members, with
2 final membership of the task force being subject to the consideration and approval of the
3 Legislative Research Commission:
4(1)     Four members of the House of Representatives, appointed by the Speaker of
5 the House of Representatives, one of whom shall be designated by the Speaker of the
6 House of Representatives as a co-chair of the task force;
7(2)     Four members of the Senate, appointed by the President of the Senate, one of
8 whom shall be designated by the President of the Senate as a co-chair of the task force;
9(3)     One member of the House of Representatives, appointed by the Minority
10 Floor Leader of the House of Representatives;
11(4)     One member of the Senate, appointed by the Minority Floor Leader of the
12 Senate;
13(5)     The secretary of the Cabinet for Economic Development or his or her
14 designee;
15(6)     The secretary of the Education and Labor Cabinet or his or her designee;
16(7)     The president of the Kentucky Association of Manufacturers or his or her
17 designee;
18(8)     The president of the Kentucky Chamber of Commerce or his or her designee;
19(9)     The president of the Kentucky Association for Economic Development or his
20 or her designee;
21(10) The Kentucky state director of the National Federation of Independent
22 Business or his or her designee; and
23(11) One member from each of the six congressional districts, who shall represent
24 either a city or county Chamber of Commerce or a local or regional economic
25 development organization, appointed by the Legislative Research Commission.
26Section 3. The task force shall meet as necessary during the 2026 Interim of the
27 General Assembly. The task force shall submit findings and recommendations to the

1 Legislative Research Commission for referral to the appropriate committee or committees
2 by December 1, 2026.
3Section 4.      Provisions of the Resolution to the contrary notwithstanding, the
4 Legislative Research Commission shall have the authority to alternatively assign the
5 issues identified herein to an interim joint committee or subcommittee thereof, and to
6 designate a study completion date.
