hb2194/introduced.txtPRIOR PASSAGE - NONEPRINTER'S NO. 2863THE GENERAL ASSEMBLY OF PENNSYLVANIAHOUSE BILLNo. 2194Session of2026INTRODUCED BY PUGH, MARCELL, COOPER AND SHUSTERMAN,FEBRUARY 4, 2026REFERRED TO COMMITTEE ON APPROPRIATIONS, FEBRUARY 4, 2026A JOINT RESOLUTION1 Proposing an amendment to the Constitution of the Commonwealth2 of Pennsylvania, further providing for sessions of General3 Assembly.4 The General Assembly of the Commonwealth of Pennsylvania5 hereby resolves as follows:6 Section 1. The following amendment to the Constitution of7 Pennsylvania is proposed in accordance with Article XI:8 That section 4 of Article II be amended to read:9 § 4. Sessions.10 (a) The General Assembly shall be a continuing body during11 the term for which its Representatives are elected. It shall12 meet at 12 o'clock noon on the first Tuesday of January each13 year. Special sessions shall be called by the Governor on14 petition of a majority of the members elected to each House or15 may be called by the Governor whenever in his opinion the public16 interest requires.17 (b) In any fiscal year in which a general appropriation bill18 for the same fiscal year has not been enacted by July 31, the1 General Assembly shall be in session each weekday, other than2 official State holidays, until a general appropriation bill for3 the same fiscal year is enacted.4 Section 2. The following procedure applies to the proposed5 constitutional amendment in this joint resolution:6(1) Upon the first passage by the General Assembly of7 the amendment, the Secretary of the Commonwealth shall8 proceed immediately to comply with the advertising9 requirements of section 1 of Article XI of the Constitution10 of Pennsylvania.11(2) Upon the second passage by the General Assembly of12 the amendment, the Secretary of the Commonwealth shall13 proceed immediately to comply with the advertising14 requirements of section 1 of Article XI of the Constitution15 of Pennsylvania. The Secretary of the Commonwealth shall16 submit the amendment to the qualified electors of this17 Commonwealth at the first general or municipal election which18 meets the requirements of section 1 of Article XI of the19 Constitution of Pennsylvania.20260HB2194PN2863 - 2 -
