                                12   ENFORCEMENT TRAINING TO SUPPORT THE TURQUOISE, AMBER, BRITTANY
                                13   AND SILVER ALERTS AND FOR A STATEWIDE AWARENESS AND PUBLIC
                                14   SERVICE CAMPAIGN TO BUILD AWARENESS AND UNDERSTANDING, IMPROVE
                                15   RESPONSE EFFICACY AND STRENGTHEN TRUST IN THE TURQUOISE ALERT
                                16   SYSTEM.

                                18   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
                                19        SECTION 1.    APPROPRIATIONS.--
                                20  A.   The following amounts are appropriated from the
                                21   general fund to the department of public safety for expenditure
                                22   in fiscal year 2027 for the following purposes:
                                23  (1)   one million dollars ($1,000,000) to
                                24   modernize and enhance the statewide operations and systems for
                                25   turquoise alerts, AMBER alerts, Brittany alerts and silver

                                1    alerts, as well as endangered persons and missing persons
                                2    advisories; and
                                3  (2)   three hundred thousand dollars ($300,000)
                                4    for two full-time employees, one for the missing persons
                                5    information clearinghouse to serve as a tribal liaison analyst
                                6    and point of contact for tribal, state and local law
                                7    enforcement and the second employee for the information
                                8    technology division to work as a developer on the development
                                9    of a dedicated endangered persons and missing persons portal.
                                10  B.   Two hundred fifty thousand dollars ($250,000) is
                                11   appropriated from the general fund to the Indian affairs
                                12   department for expenditure in fiscal year 2027 for a statewide
                                13   outreach and public service campaign to build community
                                14   awareness and understanding, improve response efficacy and
                                15   strengthen trust in the turquoise alert system.
                                16  C.   Any unexpended balance of an appropriation made

                                17   pursuant to this section remaining at the end of fiscal year
