SAMPSON, IVDistrict 31 (Hudson)Co-Sponsored by:Assemblywomen Katz, McCoy and Reynolds-JacksonSYNOPSIS���� Permits use of credit card, debit card, or otherelectronic payment for bingo, raffles, and penny auctions.CURRENT VERSION OF TEXT���� Introduced Pending Technical Review by LegislativeCounsel.��An Actconcerning electronic payment for certain legalized games of chance andsupplementing P.L.1954, c.7 (C.5:8-1 et seq.).���� Be It Enacted by the Senate and General Assembly of the State of NewJersey:���� 1.��� The Legalized Games ofChance Control Commission shall adopt regulations, pursuant to the�Administrative Procedure Act,� P.L.1968, c.410 (C.52:14B-1 et seq.),authorizing licensees to accept payment in the form of credit cards, debitcards, or other electronic payment device for the purpose of allowing anindividual to participate in a raffle, bingo, or penny auction under the"Bingo Licensing Law," P.L.1954, c.6 (C.5:8-24 et seq.), and the"Raffles Licensing Law," P.L.1954, c.5 (C.5:8-50 et seq.).���� 2.��� This act shall takeeffect immediately.STATEMENT���� This bill would permit the useof credit cards, debit cards, and other electronic payment devices for the saleof shares, tickets, or rights to participate in raffles, bingo games, pennyauctions, and any other legalized games of chance the Legalized Games of ChanceControl Commission deems appropriate.� The bill requires the commission toadopt regulations to accept credit cards and other electronic payments.�Current law does not expressly permit the use of credit card or electronicpayments to purchase shares, tickets, or rights to participate in legalizedgames of chance such as raffles, bingo, and penny auctions.
