2  DECLARING JANUARY 29, 2026 "NEW MEXICO TRIO PROGRAMS DAY" IN
3  THE HOUSE OF REPRESENTATIVES.

5WHEREAS, TRIO is a series of programs funded by the
6  United States department of education that helps
7  first-generation, low-income students access higher
8  education; and
9WHEREAS, TRIO derives its name from the initiative's
10 original three programs:   upward bound, created in 1964;
11 educational talent search, created in 1965; and special
12 services for disadvantaged students, created in 1968 and now
13 known as student support services; and
14      WHEREAS, since 1986, congress has recognized a "National
15 TRIO Day" in recognition of the achievements of the TRIO
16 programs and the more than ten million students from low-
17 income and working families that have benefited from the
18 services of TRIO pre-college and college programs; and
19      WHEREAS, 2026 is the sixty-second anniversary of the
20 creation of TRIO programs, and New Mexico was one of the
21 first states to implement these programs; and
22      WHEREAS, all TRIO programs are vested in the notion that
23 committed students deserve an opportunity to obtain higher
24 education without regard to race, gender, national origin,
25 disability status, family economic resources or family  HM 14

1  educational background; and
2WHEREAS, in addition to the original three programs,
3  TRIO programs now include talent search, upward bound
4  math/science, veterans upward bound, educational opportunity
5  centers and the Robert E. McNair post-baccalaureate
6  achievement program; and
7WHEREAS, there are thirty-eight TRIO programs in New
8  Mexico that attract more than twelve million five hundred
9  thousand dollars ($12,500,000) in annual federal funding and
10 serve nearly ten thousand students; and
11      WHEREAS, these successful federal programs help first-
12 generation, low-income students prepare for and gain
13 admission to college and obtain college degrees and should be
14 expanded in order to serve more students;
15      NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
16 REPRESENTATIVES OF THE STATE OF NEW MEXICO that the New
17 Mexico TRIO programs be recognized for the important role
18 they play in encouraging and assisting students seeking
19 higher education by declaring January 29, 2026 as "New Mexico
20 TRIO Programs Day" in the house of representatives; and
21      BE IT FURTHER RESOLVED that a copy of this memorial be
22 transmitted to Eilleen Garcia, president-elect of the TRIO New
23 Mexico association.
