hb2514/introduced.txtSession of 2026HOUSE BILL No. 2514By Committee on ElectionsRequested by Representative Haskins on behalf of a constituent1-221 AN ACT designating the first Tuesday in May as precinct committee2 person awareness day.34 Be it enacted by the Legislature of the State of Kansas:5 Section 1. (a) The legislature finds that:6 (1) The role of the precinct committee person is pivotal in organizing7 local political efforts, engaging with community members and enhancing8 voter participation, thus serving as the backbone of grassroots political9 activity;10 (2) precinct committee persons act as the essential link between11 political parties and the public, which facilitates for an informed and active12 voter bases, thus strengthening the democratic process;13 (3) the contributions of precinct committee persons are instrumental14 in influencing election outcomes and ensuring that community voices are15 heard and represented;16 (4) increasing awareness and participation in this vital role is essential17 for maintaining robust democratic processes and ensuring that18 communities are well represented and actively engaged; and19 (5) many precinct committee persons gain the skills to become20 candidates for various public offices, cultivating long-term civic leaders21 and public servants.22 (b) In recognition of these contributions, the first Tuesday in May of23 each year is hereby designated as precinct committee person awareness24 day.25 (c) The purpose of this designation is to honor those who serve as26 precinct committee persons, encourage citizen participation in this27 important grassroots position and promote awareness of the role that28 precinct committee persons play in strengthening local political29 foundations and supporting the vibrant nature of our democratic society.30 Sec. 2. State agencies, local governments, educational institutions and31 civic organizations are encouraged to observe precinct committee person32 awareness day with appropriate activities and programs that promote civic33 engagement and public understanding of the duties and significance of34 precinct committee persons.35 Sec. 3. This act shall take effect and be in force from and after itsHB 2514 21 publication in the statute book.
