 Statement of purpose of bill as introduced: This bill proposes to cap the
 number of hours that medical interns, resident physicians, and physicians work
 to 60 hours per week, with maximum shifts of not more than 16 hours, and
 with 16 consecutive hours off duty following a 16-hour shift.
