POLISTINADistrict 2 (Atlantic)Senator VIN GOPALDistrict 11 (Monmouth)SYNOPSIS���� Requires DOLWD to undertake study on effects oftemporary employment on work force.CURRENT VERSION OF TEXT���� Introduced Pending Technical Review by LegislativeCounsel.��An Act concerning a study on effects of temporary employmentand supplementing Title 34 of the Revised Statutes.���� Be ItEnacted by the Senate and General Assembly ofthe State of New Jersey:���� 1.��� a.� The Department ofLabor and Workforce Development shall undertake a study on the effects oftemporary employment on the workforce in the State of New Jersey.� The studyshall consider the comprehensive effects of temporary employment, and shallinclude, but not be limited to, the effects of temporary employment on workers,employment, wages, businesses, and the economy throughout the State.���� b.��� In conducting its study,the department shall:����� (1)�� consider federal andState laws relating directly or indirectly to temporary help service firms andemployment agencies, including but not limited, to P.L.1989, c.331 (C.34:8-43et al.) and P.L.1981, c.1 (C.56:8-1.1 et al.), and other federal and State lawsrelating to employment, compensation, taxation and retirement;����� (2)�� consult with relevantpersons in the public sector, including but not limited to, officers andemployees of the Department of Labor and Workforce Development, with relevantpersons in the private sector, including employers of temporary workers and organizationsrepresenting temporary workers, and with members of the academic community andof relevant branches of the legal profession;����� (3)�� examine the experienceof temporary workers in this State; and���� (4)�� make otherinvestigations as it may deem necessary in carrying out the purposes of thisact.���� c.���� The Commissioner ofLabor and Workforce Development shall within 12 months of the effective date ofthis act report the findings and conclusions of the study to the Legislature,pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), and shall include in thereport any recommendations for legislation which the commissioner deemsappropriate.���� 2.��� This act shall takeeffect immediately.STATEMENT���� This bill requires theDepartment of Labor and Workforce Development to undertake a study on the effectsof temporary employment on the work force of the State of New Jersey.� Thestudy is to consider the comprehensive effects of temporary employment, andshall include, but not be limited to, the effects of temporary employment onwages, businesses, and workers throughout the State.���� The bill requires thedepartment, in conducting the study, to:����� (1)�� consider federal andState laws relating directly or indirectly to temporary help service firms andemployment agencies;����� (2)�� consult with relevantpersons in the public and private sectors, and with members of the academiccommunity and of relevant branches of the legal profession;����� (3)�� examine the experienceof temporary workers in this State;� and���� (4)�� make otherinvestigations as it may deem necessary.���� The bill requires the Commissionerof Labor and Workforce Development to report the findings and conclusions ofthe study to the Legislature within 12 months of the bill�s effective date and toinclude in the report any recommendations for legislation which thecommissioner deems appropriate.
