1A bill to be entitled
2An act relating to artificial intelligence in
3education; amending s. 1001.03, F.S.; requiring the
4State Board of Education to adopt statewide standards
5and policies for the use of artificial intelligence
6(AI); providing requirements for the policies;
7requiring the board to direct the Department of
8Education to collect specified metrics; requiring the
9board to direct the department to provide specified
10teacher training; requiring the board to direct the
11department to review school district compliance with
12AI policies; amending s. 1003.42, F.S.; requiring
13students in specified grade levels to receive
14instruction on digital literacy and the ethics of
15using AI in certain contexts; amending s. 1006.07,
16F.S.; requiring that student codes of conduct include
17AI policies; providing an effective date.

19Be It Enacted by the Legislature of the State of Florida:
20
21Section 1. Subsection (20) is added to section 1001.03,
22Florida Statutes, to read:
231001.03 Specific powers of State Board of Education.—
24(20) ARTIFICIAL INTELLIGENCE POLICIES.—The State Board of
25Education shall adopt statewide standards and a policy for
26school use and student use of artificial intelligence (AI).
27(a) The policies must:
281. Allow student use of AI only when a teacher has
29expressly permitted its use in certain applications.
302. Require a student to disclose how AI was used in his or
31her work.
323. Require AI-monitoring safeguards and proctored
33assessments for the Florida Virtual School.
34(b) The board shall direct the Department of Education to:
351. Collect metrics on:
36a. Student use of AI in academics.
37b. Teacher-reported instances of academic dishonesty.
38c. Performance data for statewide assessments in reading,
39writing, and mathematics.
40d. Graduation readiness metrics from the Florida Virtual
41School.
422. Provide training for teachers on the use of AI, AI
43detection tools, and strategies for responsible use of AI.
443. Review school district compliance with AI policies and
45standards.
46Section 2. Paragraph (o) of subsection (2) of section
471003.42, Florida Statutes, is amended to read:
481003.42 Required instruction.—
49(2) Members of the instructional staff of the public
50schools, subject to the rules of the State Board of Education
51and the district school board, shall teach efficiently and
52faithfully, using the books and materials required that meet the
53highest standards for professionalism and historical accuracy,
54following the prescribed courses of study, and employing
55approved methods of instruction, the following:
56(o) Comprehensive age-appropriate and developmentally
57appropriate K-12 instruction on:
581. Health education that addresses concepts of community
59health, consumer health, environmental health, and family life,
60including:
61a. Injury prevention and safety.
62b. Internet safety.
63c. Nutrition.
64d. Personal health.
65e. Prevention and control of disease.
66f. Substance use and abuse.
67g. Prevention of child sexual abuse, exploitation, and
68human trafficking.
692. For students in grades 7 through 12, teen dating
70violence and abuse. This component must include, but not be
71limited to, the definition of dating violence and abuse, the
72warning signs of dating violence and abusive behavior, the
73characteristics of healthy relationships, measures to prevent
74and stop dating violence and abuse, and community resources
75available to victims of dating violence and abuse.
763. For students in grades 6 through 12, awareness of the
77benefits of sexual abstinence as the expected standard and the
78consequences of teenage pregnancy.
794. Life skills that build confidence, support mental and
80emotional health, and enable students to overcome challenges,
81including:
82a. Self-awareness and self-management.
83b. Responsible decisionmaking.
84c. Resiliency.
85d. Relationship skills and conflict resolution.
86e. Understanding and respecting other viewpoints and
87backgrounds.
88f. For grades 9 through 12, developing leadership skills,
89interpersonal skills, organization skills, and research skills;
90creating a résumé, including a digital résumé; exploring career
91pathways; using state career planning resources; developing and
92practicing the skills necessary for employment interviews;
93workplace ethics and workplace law; managing stress and
94expectations; and self-motivation.
955.a. For students in grades 6 through 12:[,]
96(I) The social, emotional, and physical effects of social
97media. This component must include, but need not be limited to,
98the negative effects of social media on mental health, including
99addiction; the distribution of misinformation on social media;
100how social media manipulates behavior; the permanency of sharing
101materials online; how to maintain personal security and identify
102cyberbullying, predatory behavior, and human trafficking on the
103Internet; and how to report suspicious behavior encountered on
104the Internet.
105(II) Digital literacy and the ethics of using artificial
106intelligence for English Language Arts and technology courses.
107b. The Department of Education shall make available online
108the instructional material being used pursuant to this
109subparagraph, and each district school board shall notify
110parents of its availability.

112Health education and life skills instruction and materials may
113not contradict the principles enumerated in subsection (3).
114
115The State Board of Education is encouraged to adopt standards
116and pursue assessment of the requirements of this subsection.
117Instructional programming that incorporates the values of the
118recipients of the Congressional Medal of Honor and that is
119offered as part of a social studies, English Language Arts, or
120other schoolwide character building and veteran awareness
121initiative meets the requirements of paragraph (u).
122Section 3. Paragraph (p) is added to subsection (2) of
123section 1006.07, Florida Statutes, to read:
1241006.07 District school board duties relating to student
125discipline and school safety.—The district school board shall
126provide for the proper accounting for all students, for the
127attendance and control of students at school, and for proper
128attention to health, safety, and other matters relating to the
129welfare of students, including:
130(2) CODE OF STUDENT CONDUCT.—Adopt a code of student
131conduct for elementary schools and a code of student conduct for
132middle and high schools and distribute the appropriate code to
133all teachers, school personnel, students, and parents, at the
134beginning of every school year. Each code shall be organized and
135written in language that is understandable to students and
136parents and shall be discussed at the beginning of every school
137year in student classes, school advisory council meetings, and
138parent and teacher association or organization meetings. Each
139code shall be based on the rules governing student conduct and
140discipline adopted by the district school board and shall be
141made available in the student handbook or similar publication.
142Each code shall include, but is not limited to:
143(p) Policies on the use of artificial intelligence pursuant
144to s. 1001.03(20).
145Section 4. This act shall take effect July 1, 2026.
