SF0004ENROLLED ACT NO. 34, SENATESIXTY-EIGHTH LEGISLATURE OF THE STATE OF WYOMING2026 BUDGET SESSIONAN ACT relating to medical assistance and services;providing for increased reimbursement for emergency medicalservices under the Wyoming Medical Assistance and ServicesAct as specified; providing appropriations; specifyingapplicability; requiring reports; and providing for aneffective date.Be It Enacted by the Legislature of the State of Wyoming:Section 1. For the period beginning July 1, 2026 andending June 30, 2028, services authorized under the WyomingMedical Assistance and Services Act involving emergencymedical services provided by ground ambulance serviceproviders shall be reimbursed at one hundred percent (100%)of the current Medicare rate, not to exceed one hundredpercent (100%) of the provider's or department's usual andcustomary billed charges. The department of health shalldevelop enhanced Medicaid rural and super-rural feeschedules for emergency medical services provided by groundambulance service providers. These reimbursement ratesshall apply if the services were rendered during the periodbeginning July 1, 2026 and ending June 30, 2028.Section 2. The department of health shall report tothe joint appropriations committee and the joint labor,health and social services interim committee on or beforeOctober 31, 2027 regarding the additional costs incurred bythe increased reimbursement rates required by this act. Thereport required by this section shall include anyrecommendations for modifications to the reimbursementrates for emergency medical services provided by groundambulance providers under the Wyoming Medical Assistanceand Services Act.1ORIGINAL SENATE ENGROSSEDFILE NO. SF0004ENROLLED ACT NO. 34, SENATESIXTY-EIGHTH LEGISLATURE OF THE STATE OF WYOMING2026 BUDGET SESSIONSection 3. There is appropriated one million threehundred thousand dollars ($1,300,000.00) from the generalfund and one million three hundred thousand dollars($1,300,000.00) from federal funds to the department ofhealth for purposes of increasing the reimbursement ratesfor services as provided by this act. This appropriationshall be for the period beginning July 1, 2026 and endingJune 30, 2028. This appropriation shall not be transferredor expended for any other purpose and any unexpended,unobligated funds remaining from this appropriation shallrevert as provided by law on June 30, 2028.
