1A bill to be entitled
2An act relating to the impact of perimenopause and
3menopause on women’s health; creating s. 381.995,
4F.S.; requiring the Department of Health to establish
5a perimenopause and menopause policy workgroup;
6providing requirements for the workgroup; requiring
7the department, in collaboration with others, to
8develop and make publicly available on its website
9information relating to perimenopause and menopause;
10providing requirements for such information; providing
11an effective date.

13Be It Enacted by the Legislature of the State of Florida:
14
15Section 1. Section 381.995, Florida Statutes, is created to
16read:
17381.995 Perimenopause and menopause workgroup and
18information.—
19(1)(a) The Department of Health shall establish a
20perimenopause and menopause policy workgroup. The workgroup
21shall:
221. Develop key messages relating to perimenopause and
23menopause.
242. Set initiative priorities.
253. Ensure, in conjunction with diversity and health equity
26stakeholders, that initiatives are representative of diverse
27communities of women and that the messaging resonates, is
28culturally appropriate, and is delivered by trusted messengers.
294. Create a coordinated communications strategy to focus on
30multiple audiences and use a variety of communications tools to
31reach:
32a. Women and men of all ages.
33b. Employers.
34c. Medical providers.
355. Consider dissemination points for information,
36including, but not limited to, personal trainers, yoga
37instructors, hairdressers, religious meeting places, and
38community centers.
396. Support efforts to communicate the science on the safety
40of hormone replacement therapy (HRT) and nonhormonal therapies
41in appropriate patients and their use in improving health for
42menopausal women.
43(b) The workgroup shall be composed of health care
44providers, women who have experienced perimenopause or
45menopause, advocates, and other interested parties and
46associations.
47(2) The Department of Health, in collaboration with the
48workgroup, the Office of Women’s Health, and relevant state
49agencies, shall develop and make publicly available, by posting
50on its website, resources and a website link to materials
51relating to perimenopause and menopause. The resources must
52include, but need not be limited to, all of the following:
53(a) Accurate scientific information on perimenopausal and
54menopausal symptoms and treatment options.
55(b) Information on health risks associated with reduced
56estrogen production and what women can do to stay healthy.
57(c) A downloadable checklist that can be printed and taken
58to a clinician visit and that details recommended preventive
59care for women as they reach and move through midlife and
60provides a set of questions women may want to ask their
61clinician.
62(d) Content adapted from existing clinician-directed
63materials relating to perimenopause and menopause, other federal
64Offices of Women’s Health, and tools created by patient
65education and advocacy organizations.
66Section 2. This act shall take effect July 1, 2026.
