To require the Secretary of the Treasury to mint coins in commemoration of Charlie Kirk.
1.
Short title
This Act may be cited as the   Charlie Kirk Commemorative Coin Act  .
2.
Findings
Congress finds the following:
(1)
Charles “Charlie” James Kirk was an American political and cultural activist who inspired a generation of young Americans to value and practice the core freedoms enshrined under the First Amendment, namely freedom of speech and freedom of expression.
(2)
Born on October 14, 1993, in Arlington Heights, Illinois, Kirk rose to prominence as a notable public figure, author, and champion of the open exchange of ideas.
(3)
Founding Turning Point USA in 2012, Kirk grew the organization into a nationwide grassroots organization focused on involving young people in the political process.
(4)
Today, there are over 3,500 Turning Point USA chapters at schools and universities across the United States, engaging a new generation of Americans in the country’s civic life.
(5)
Since Kirk's tragic death on September 10, 2025, Turning Point USA has received over 62,000 requests from students to start new chapters or expand existing ones.
(6)
Charlie Kirk was a passionate defender of the First Amendment, honoring the tradition of the Nation’s Founding Fathers and imparting upon Americans of all generations the importance of regularly practicing and safeguarding the crucial freedoms the United States was founded upon.
(7)
Through campus tours and widely attended events, Kirk championed the idea of open debate and respectful disagreement, turning college university campuses into public town squares at a time in the Nation’s history when freedom of speech was imperiled.
(8)
Charlie Kirk and his wife Erika Kirk inspired countless young Americans to value the institution of the family through their activism and the example they set themselves.
(9)
A loving father, Charlie raised his daughter and son alongside Erika, recognizing and sharing the importance of forming a family.
(10)
A stalwart believer in American exceptionalism, Charlie loved his country and had great faith in its potential, encouraging his fellow citizens to honor their civic duty and participate fully in upholding their responsibilities as citizens.
3.
Coin specifications
(a)
Denominations
The Secretary of the Treasury (referred to in this Act as the  Secretary ), in commemoration of Charles  Charlie  Kirk, shall mint and issue not more than 400,000 $1 silver coins, which shall each—
(1)
weigh 26.73 grams;
(2)
have a diameter of 1.500 inches; and
(3)
contain not less than 90 percent silver.
(b)
Legal tender
The coins minted under this Act shall be legal tender, as provided in section 5103 of title 31, United States Code.
(c)
Numismatic items
For purposes of sections 5134 and 5136 of title 31, United States Code, all coins minted under this Act shall be considered to be numismatic items.
4.
Design of coins
(a)
In general
The design of the coin minted under this Act shall—
(1)
on the obverse, bear the image of Charles James Kirk; and
(2)
on the reverse, include an inscription of the words  well done, good and faithful servant .
(b)
Designation and inscriptions
On each coin minted under this Act there shall be—
(1)
an inscription of  Charles James Kirk ;
(2)
a designation of the value of the coin;
(3)
an inscription of the year  2026 ; and
(4)
inscriptions of the words  Liberty ,  In God We Trust ,  United States of America , and  E Pluribus Unum .
(c)
Selections
The design for the coin minted under this Act shall be—
(1)
selected by the Secretary after consultation with the President; and
(2)
reviewed by the Citizens Coinage Advisory Committee.
5.
Issuance of coins
(a)
Quality of coins
The coin minted under this Act shall be issued in uncirculated and proof qualities.
(b)
Mint facility
Any facility of the United States mint may be used to strike any particular quality of the coins minted under this Act.
(c)
Period for issuance
The Secretary may issue coins under this Act only during the 2026 calendar year.
6.
Sale of coins
(a)
Sale price
The coins issued under this Act shall be sold by the Secretary at a price equal to the sum of—
(1)
the face value of the coins; and
(2)
the cost of designing and issuing the coins including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping.
(b)
Bulk sales
The Secretary shall make bulk sales of the coins issued under this Act available at a reasonable discount.
(c)
Prepaid orders
The Secretary shall accept prepaid orders for the coins minted under this Act at a reasonable discount before the issuance of the coins.
7.
Financial assurances
The Secretary shall take such actions as may be necessary to ensure that minting and issuing coins under this Act will not result in any net cost to the Government.
