WILLIAMS, NEILSON ANDCURRY, JULY 9, 2025REFERRED TO COMMITTEE ON VETERANS AFFAIRS AND EMERGENCYPREPAREDNESS, JULY 10, 2025AN ACT1 Amending Title 35 (Health and Safety) of the Pennsylvania2 Consolidated Statutes, in Commonwealth services, further3 providing for organization.4 The General Assembly of the Commonwealth of Pennsylvania5 hereby enacts as follows:6 Section 1. Section 7312(h) of Title 35 of the Pennsylvania7 Consolidated Statutes is amended to read:8 § 7312. Organization.9 This agency shall consist of and be organized substantially10 as follows:11 * * *12 (h) Emergency communications.--13(1) The agency shall maintain an integrated14 communications capability designed to provide to all areas15 and counties weather advisories, river forecasts, warnings,16 and direction and control of all emergency preparedness17 functions within the Commonwealth. The agency shall1 coordinate the Commonwealth's emergency communication2 systems, sharing of information and weather emergency3 notification among the National Weather Service, contiguous4 State emergency management offices, local coordinators of5 emergency management, the Pennsylvania State Police, local6 police departments, private relief associations, offices of7 the legislative branch and other appropriate organizations.8 [Additionally, the]9 (2) The agency shall establish the sole Statewide10 telephone number that persons, including county and municipal11 emergency management personnel, may use to report incidences12 of radioactive and hazardous materials and other disaster13 emergencies.14 (3) The agency shall also establish the sole Statewide15 telephone number that offices of the legislative branch may16 use to directly communicate with the agency during weather17 emergencies.18 * * *19 Section 2.
